COBRA & Spending Accounts Administrator (WealthCare COBRA & WealthCare Admin)

Position Overview:
UpSwing Compliance and Technology Solutions is seeking a detail-oriented COBRA & Spending Accounts Administrator to support the administration of COBRA benefits and pre-tax spending accounts (FSA, HSA, HRA, and commuter benefits) using the WealthCare COBRA and WealthCare Admin platforms. This role ensures compliance with COBRA regulations, manages participant enrollments and payments, and provides customer support for both COBRA and spending account administration. The ideal candidate has experience with benefits administration, strong organizational skills, and a commitment to exceptional customer service.


Key Responsibilities:

COBRA Administration (WealthCare COBRA):

  • Process COBRA qualifying events, elections, terminations, and premium payments in WealthCare COBRA.
  • Ensure compliance with COBRA regulations, including timely notification and processing of elections.
  • Generate and distribute COBRA notices, payment reminders, and termination letters.
  • Track participant deadlines and manage coverage reinstatements or terminations as needed.
  • Reconcile COBRA premium payments and remit funds to carriers and clients.
  • Stay informed on COBRA regulatory changes and ensure system settings align with compliance requirements.
  • Provide guidance to employers, brokers, and participants on COBRA rights, responsibilities, and procedures.

Spending Accounts Administration (WealthCare Admin):

  • Administer Flexible Spending Accounts (FSA), Health Savings Accounts (HSA), Health Reimbursement Arrangements (HRA), and commuter benefits using WealthCare Admin.
  • Process participant enrollments, elections, and account funding in alignment with employer plans.
  • Assist participants with claim submissions, reimbursements, and contribution inquiries.
  • Provide support for debit card transactions, substantiation requests, and compliance reviews.
  • Reconcile account contributions, reimbursements, and employer funding.
  • Educate participants and employers on spending account benefits, IRS regulations, and account usage.
  • Respond to customer inquiries and troubleshoot issues related to spending accounts.

Qualifications & Requirements:

  • Experience: 2+ years in COBRA and/or spending accounts administration.
  • Technical Skills:
    • Proficiency with WealthCare COBRA and WealthCare Admin preferred.
    • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, and PowerPoint) for reporting, documentation, and communication.
  • Knowledge: Strong understanding of COBRA regulations, pre-tax spending accounts (FSA, HSA, HRA, commuter benefits), and compliance requirements.
  • Communication: Excellent verbal and written communication skills for employer and participant interactions.
  • Organization: Strong attention to detail, time management, and ability to manage multiple responsibilities.
  • Problem-Solving: Ability to research and resolve participant and employer concerns effectively.
  • Education: Bachelor's degree in Business, Human Resources, or related field preferred, or equivalent experience.

Preferred Qualifications:

  • Experience working for a Third-Party Administrator (TPA).
  • Familiarity with employee benefits compliance regulations (HIPAA, ERISA, IRS regulations).
  • Experience with data entry and reconciliation in WealthCare COBRA or WealthCare Admin or similar benefits administration platforms.
