Summary:


Watson Cogeneration Company is a 400 MW power generation facility located in Carson, CA.  The facility is situated within the Marathon Los Angeles Refinery.  The Compliance Analyst serves as the single point of accountability for managing all aspects of Watson’s compliance program. This is a full-time position which reports to the Watson Business Manager.


 


Responsibilities:


Compliance Analyst



  • Maintain a skillful knowledge of all NERC requirements that have applicability to Watson as a Generator Owner/Generator Operator (GO/GOP) and as a CIP Low Impact facility

  • Monitor for new standards and requirements and incorporate into Watson’s compliance program

  • Develop and implement appropriate internal controls to enable compliance assurance

  • Responsible for ensuring that all PRC-005 testing and documentation is completed in accordance with the minimum maintenance requirements and maximum time intervals

  • Submit compliance reports and self-certifications on behalf of Watson

  • Manage compliance evidence files and documentation archives

  • Develop and deliver compliance-related training for Watson personnel

  • Attend compliance-related teleconferences, webinars, forums and workshops

  • Serve as point of contact for compliance-related technical data requests from CAISO, SCE, WECC and other regulatory entities

  • Manage Watson’s dynamic, steady state and short circuit generator models

  • Manage 3rd party consultants/contractors who support Watson’s compliance program


 


Education and Experience:



  • Bachelor’s degree in engineering,  mathematics or science is preferred, specifically  Electrical Engineering or equivalent relative years of experience.  

  • Minimum of 3 years of experience with NERC compliance required.  5+ years is preferred.

  • Strong functional knowledge of electrical protection systems is preferred.
