Position Summary

The Director of Pharmacy business serves as the senior leader responsible for directing and organizing programs that identify, measure, and compare the costs and consequences of drug therapy to the healthcare system while ensuring the highest care quality and good customer experience. The director uses Pharmacoeconomics analysis, 340B knowledge and payer guidance as a tool for developing strategies that include cost-minimization, cost-benefit, cost-effectiveness, and cost-utility and will compare competing treatment options that measure costs and patient outcomes. The business office will use all the fiscal and budgetary data available for effective procurement services, contract execution, compliance, formulary management, medication policy determination, and resource allocation. Follows established City of Hope and enterprise pharmacy policies, procedures, objectives, performance improvement, safety, environmental, and infection control guidelines, including adherence to the workplace Code of Conduct and Compliance Plan. Practices a high level of integrity and honesty in maintaining confidentiality. Performs other related duties as assigned or requested.

Key Responsibilities include:

Pharmacoeconomics:





+ Analyzes claims, billing data, product literature and multiple internal and external data sources to identify or strengthen cost-effectiveness.



+ Generates cost-effectiveness, budget impact models, and other tools critical for advancing opportunities, achieving optimal contract positioning, pricing reimbursement, and insurance coverage Provide economic analysis with health care providers, insurers, patients and regulators.



+ Lead and support the development of the health economic strategy of the Pharmacy Enterprise.



+ Responsible for implementing the technical components of health economic studies including proposal development, analysis and interpretation.



+ Identifies and recommends cost reduction and revenue enhancement programs when appropriate



+ Responsible for statistical and technical support to internal customers and other members in the leadership team.



Quality:





+ Responsible to ensure system-wide appropriate 340B data management and compliance



+ Coordinates internal and external compliance assessments and audits to ensure compliance



+ Responsible to ensure system-wide appropriate drug purchasing management and compliance



+ Development and maintenance of departmental policies and procedures as they relate to financial management, procurement activities, and contracts.



Budgetary oversight:





+ Contract with vendors to optimize pharmacy budget



+ Negotiates agreements with vendors, drug wholesalers, group purchasing organizations and insurance companies for price optimization



+ Collaborates with the finance and billing departments to monitor the Medicare cost reports as they relate to drug pricing program.



Oversight:





+ Procurement, 340B program, Pharmacoeconomics, Revenue Integrity (RI) oversight, Contracts



+ Inventory, budget development and other aspects related to medication procurement and distribution program.



+ Regulatory and legislative activity and subject matter expert as it relates to the 340B drug program requirements and HRSA Office of Pharmacy Affairs (OPA) regulations



+ Oversight of all pharmacy related billing activities



+ All Joint Commission requirements, DEA, BOP, and others as deemed critical to the organization.



+ Oversight over enterprise wide formulary standardization and enforcement



+ Activities related to payor policies



Budgetary Operations Administration





+ Assists the VP in the development of annual budgets and monitors actual performance relative to plan. Reviews budget and develops and implement corrective action plans to address financial shortfalls. Continually seeks opportunities to improve fiscal performance, return on investment program compliance and cost saving initiatives.



Medication Delivery Process Administration





+ Leads and provides oversight of the design and operation of the entire medication use process to ensure safety and efficiency. This includes complex patient research protocols (Phase II-IV Trials) including storage requirements.



Human Resource Administration





+ Leads, motivates, mentors and develops education for the business pharmacy team to ensure program growth and goals fulfilment. Recruits, hires, evaluates and disciplines direct reports if warranted. Justifies staffing model and ensures appropriate levels of staffing to meet safety and patient care needs.



Business quality oversight





+ Provides oversight to all business aspects of the enterprise to ensure compliance with all internal and external regulatory requirements that includes but not limited to the following; BOP, DEA, HERSA and JC. Routinely reports on programs and budgetary and Pharmacoeconomics initiatives. Ensue proper follow up on identified and/or known revenue and /or fiscal issues and ensure timely resolution. Establishes, monitors and takes corrective action to address key performance indicators.



Provider Relations





+ Works with senior business leaders to ensure program is strategically developed and aligned with COH and pharmacy enterprise wide goals and initiatives.





Qualifications

Basic education, experience and skills required for consideration:





+ Graduate of an ACPE-accredited School of Pharmacy with Pharmacy Degree (Pharm.D) or an MBA.



+ 7+ years of progressively responsible healthcare administration experience; 2 to Three years of experience in a leadership role.



+ Knowledge and understanding of Title 22, GMP, CDPH, CMS, DEA, California state board of pharmacy, HIPPA, USP, California Pharmacy Law, provider regulations and Joint Commission standards.



+ Knowledge and understanding of human subject’s research which includes the entire IRB application process, legal requirements and oversight (OHRP, FDA, and others) and auditing/reporting results. Experience in 340 B program.



+ Quantitative skills for statistical analysis and budget assessment.



Required Certification/Licensure:





+ License in the state of California as a Pharmacist; Board Certification such as BCPS and/or BCOP.



Preferred education experience and skills:





+ Previous Academic cancer center. Community practice or NCI designed cancer center



+ Ability to use Epic and all relevant pharmacy software.
