ABOUT THE POSITION: Spokane Valley is seeking a highly qualified and enthusiastic employee to serve our City as a regular, full-time Stormwater and Water Resources Engineer in the Public Works Department. The ideal candidate will have exceptional professional skills and a strong desire to provide superior service to both internal and external customers.

 

SELECTED EXAMPLES OF DUTIES: Provides engineering design, management, and review of engineering plans, reports, specifications, and estimates related to both municipal and private stormwater and water resources projects. Performs hydrologic and hydraulic analyses, modeling, and mapping using software such as SWMM, HEC-RAS, AutoCAD Civil 3D, and GIS tools. Efforts are primarily focused on floodplain, floodway evaluations and reporting. Coordinates and manages consultants for the development of engineering plans, specifications, estimates, and technical reports. Coordinates the construction bid process, reviews bids and makes necessary recommendations based on lowest and best bids and competency of vendors/contractors. Oversee assigned projects to ensure consultant/contractor compliance with time and budget parameters. Assists in determining compliance with applicable stormwater and environmental requirements. Performs review of state and federal environmental regulations such as NPDES and UIC, best management practices (BMPs), or emerging trends in water resources.

Duties for this position are diverse and span both the requirements of water resource and the stormwater utility department. The primary duties for water resource are floodplain management. Floodplain management duties include coordinating and managing consultants for the development of floodplain and land use engineering plans, specifications, estimates, modeling, mapping, and technical reports. Performs hydrologic and hydraulic analysis, modeling, and mapping using software such as SWMM, HEC-RAS, AutoCAD Civil 3D and SSA, and ArcGIS tools. Coordinate and associate with lead organizations that provides regulatory, technical and planning guidance such as the Federal Emergency Management Agency (FEMA), U.S. Army Corps of Engineers, Association of State Floodplain Managers, and the Washington State Department of Ecology. The primary duties for the stormwater utility department include. Provide engineering design, technical assistance, and regulatory compliance guidance to municipal projects providing stormwater collection, conveyance, water quality, UIC retrofit, and discharge facility improvements. Perform hydrologic and hydraulic analysis, modeling, and mapping using software such as ArcGIS, SWMM, AutoCad Civil 3D and SSA, StormShed, and other Rational Method tools, programs, and methodologies. Coordinate and manage consultants for the development of stormwater improvement projects including contract management, grant and funding management, schedule and budget management, review and approval of engineering plans, specifications, estimates, and technical reports. Performs review of federal and state stormwater discharge regulations such as NPDES, State Waste Discharge, and UIC. Provide development, contract management and oversight of department service contracts. Provide development, contract management, and oversight of department operation and maintenance plan. Provide development and implementation of department policy and procedures. Provide customer service and resolution to citizen complaints.

 

DESIRED MINIMUM QUALIFICATIONS: Education and Experience: Graduation from a four-year college or university with a degree in civil engineering or a closely related field; and minimum of five (5) years previous professional civil engineering experience including at least two years of municipal engineering; previous supervisory experience desired; or an equivalent combination of education or experience may be considered. Necessary Knowledge, Skills and Abilities: Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting with relevant technical experience in stormwater and water resources; thorough knowledge of applicable City policies, laws, and regulations affecting Division activities; skill in operating the listed tools and equipment.  Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; ability to conduct necessary engineering research and compile comprehensive reports.  A key value of the City is customer service. This position requires considerable knowledge, ability and skill in the principles and practices of excellent customer service as practiced in both the private and public sectors.  It requires the ability to effectively meet and deal with the public; the ability to handle stressful situations; the ability to greet and respond to customers in a friendly, pleasant and professional manner using appropriate inflection, grammar and syntax; the ability to establish and maintain effective working relationships with employees, supervisors, and the general public; the ability to maintain a professional, courteous, and pleasant demeanor in difficult and stressful situations; and the ability to diplomatically deal with difficult people. 

SPECIAL REQUIREMENTS: Registration as a Professional Engineer (PE) in the State of Washington or reciprocal certification. Must possess a valid State driver's license or have the ability to obtain one prior to employment.  Successful completion of a background check is a requirement of employment at Spokane Valley.

 

SALARY: Salary range is $7067.50 - $10,699.44 (Grade 16) DOQ plus excellent benefit package. This is a represented, FLSA exempt position in the Public Works Department. 

 

BENEFITS: Health benefits are provided through the Association of Washington Cities Employee Benefit Trust.  The City currently provides medical, dental, life, long term disability, vision, health reimbursement account contributions and Employee Assistance benefits.  Holiday, vacation, and other paid leaves are provided.  The required retirement system of the City is Washington Public Employee’s Retirement System (PERS) which requires an employee contribution.  The City does not participate in Social Security.  However, the City has adopted an MissionSquare 401(A) Social Security substitute plan with the same contribution rates as FICA.
