Job Summary

  • Direct and lead the overall operation of Lemont Refinery’s Health Services department in accordance with all applicable federal, state, local and company standards.
  • Drive the Health Services’ strategy with cultural change within the organization, lead the refinery Health Services team and work with other refinery and corporate health services staff to improve employees’ health outlook and bio-metrics.
  • Assess, evaluate and prescribe and/or recommend medical care for occupational and non-occupational illnesses and injuries.
  • Serve as subject matter expert to: HSE Department, Human Resources, Legal, Risk Management, Industrial Hygiene and other refinery departments as needed on Health Services related policies and issues, including the development, issuance and implementation of standards, policies and procedures.
  • Execute program requirements in compliance with OHSA, PHMSA, FMCSA, FAA, ADA, FMLA, HIPPA, CITGO and state requirements.
  • Monitor quality of, and comply with requirements from, internal/external local, state and federal audits.
  • Execute projects and sustain ongoing relations with vendors supporting the site’s Health Services team (e.g., Electronic Medical Records, Third Party Administrators, & Medical Laboratory).
  • Perform annual budget forecasting, oversight and cost-containment, including utilizing company Enterprise Resource Planning (SAP).

Minimum Qualifications


  • College Degree (Bachelors Level).
  • Master’s Degree or higher, in Nursing with Certification as Family Nurse Practitioner or Adult Gerontology Nurse Practitioner.

The minimun number of years of job related experience required by this job is:

  • Typical candidate would have 8-10 years as an RN in primary care, urgent care, or emergency care  or 5 years as occupational health nurse in a manufacturing environment.
  • 2 years as nurse practitioner in primary care, urgent care, or emergency care setting preferred.

List any specialized training or unique skills required:

  • A valid driver’s license.

  • Nursing registration (“RN” and “APRN”) in Illinois.

List any specialized training or unique skills preferred:

  • COHN-S.
  • Certification pursuant to US DOT requirements for urine drug screen collections and breath alcohol screening.
  • CAOHC hearing conservation certification.
  • Spirometry certification.
  • Experience with FIT testing.

  • Proficiency with SAP and Enterprise Health are desirable.

ELIGIBILITY REQUIREMENTS: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

Job Duties

  • Assess, evaluate, diagnosis, and develop treatment plans for occupational and non-occupational illness and injuries utilizing education and training as Advanced Practice Nurse with supervision of Medical Doctor as needed. Collaborate with supervising physician for chart sign-offs for compliance with scope of practice outlined in collaborative agreement and Illinois Nurse Practice Act. Maintain DEA, Control Substance License, and NPI.
  • Provide expertise and knowledge regarding: OSHA requirements and guidelines, drug and alcohol testing, PHMSA, FCMSA, regulations, certifying FML, qualifying ADA and maintaining HIPPA compliance; oversight of ESIS cases and state requirements.
  • Maintain relations and serve as site Subject Matter Expert and liaison for Company-wide Medical Vendors (Enterprise Health, DISA Global Solutions, & Quest Laboratories) that support the site’s Health Services team.
  • Administer Drug and Alcohol Program to comply with CITGO Company Policies, as well as applicable PHMSA/DOT requirements. Function as DER (Designated Employee Representative) and coordinate with HR and Supervisors to report results as appropriate.
  • Actively lead Health Services Team to provide efficient, consistent practices to maintain consistent and implement program enhancements to provide excellence in care by:
    • Monitoring regulatory developments and interpreting new occupational health legislation, regulations and industry standards to determine the appropriate means of compliance for assigned business units, and;
    • Coordinating development, review and, as necessary, revision of corporate policies and standards and procedures related to health services.
  • Annual budget forecasting, oversight and cost-containment, including utilizing company Enterprise Resource Planning.
  • Complete medical examinations (OSHA regulatory physicals, hearing, pulmonary and pre-placements) for assigned business units using quality, cost-effective methods for program delivery as needed to determine Fit-for-Duty.
  • Provide occupational health support for Crisis Management Team and emergency response situations.
