KEY REQUIREMENTS:

1.  U.S. CITIZENSHIP IS REQUIRED.
2.  MUST HAVE OR BE ABLE TO OBTAIN AND MANTAIN A TOP SECRET CLEARANCE.
3.  THE INCUMBENT WILL BE SUBJECT TO RANDOM DRUG TESTING.
4.  THE INCUMBENT MUST BE WILLING TO RELOCATE TO OVERSEAS.
5.  THE INCUMBENT MUST HAVE OR BE ABLE TO OBTAIN A VALID U.S. PASSPORT.
6.  THE INCUMBENT SHOULD HAVE AT THE MINIMUM A TWO-YEAR ASSOCIATES OR TRADE SCHOOL DEGREE IN INFORMATION TECHNOLOGY OR RELATED FIELD.  CURRENT TRAINING CERTIFICATES IN MICROSOFT PRODUCTS, CISCO AND/OR A+ ARE DESIRABLE.
7.  THREE YEARS OR MORE OF EXPERIENCE IN THE INFORMATION TECHNOLOGY FIELD, 12 MONTHS OF EXPERIENCE IN ANY CAPACITY WORKING AT AN OVERSEAS EMBASSY OR CONSULATE ABROAD.

JOB SUMMARY
:

THIS IS A NON-STATUS, NON-PERMANENT POSITION.  YOU DO NOT ACQUIRE COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION.

This temporary position is established to perform support of classified and unclassified communications systems at US Embassies and Consulates abroad. The incumbent will fulfill the role of an Information Management Specialist supporting various communications networks, management of cryptographic devices and supervising locally engaged staff. The incumbent of the position will be under the Chief of Mission (COM) authority.

Information Management PSC will provide tier one and tier two support for all department of state deployed Information Technology assets abroad. IM PSC candidates must be proficient in support of Microsoft Office products, basic network support (tier one) and infrastructure/hardware installation.

This Personal Services Contractor (PSC) position is in the Information Programs Office under the Management section of one of the following locations: U.S. Embassy Nouakchott.  Serving as a core member of the Information Management team at the incumbent’s respective post and will work with locally engaged staff in the mail room, telephone maintenance team, and unclassified computer systems office.

DUTIES:

• Administer computer systems and manage system performance. Set up networks. Start up, operate and shut down systems
• Manage user access, train new personnel, identify and resolve problems, report, track and research incidents, counsel users, set up customer equipment and replace equipment and parts.
• Manage and operate classified and unclassified client/server solutions, desktop systems, messaging solutions, web-based technology, database solutions and virtual servers to support LAN/WAN.
• Implement IT projects gathering requirements, designing solutions and assisting with development.
• Acquire IT products and services, test solutions, deploy products and maintain IT procurement and inventory.
• Manage cloud requirements and support collaboration tools and IT Shared Services efforts.
• Manage communications equipment, install cabling, provide circuits, support video conferencing, manage communications flow, coordinate with host country officials and manage wireless communications and Wi-Fi programs.
• Manage voice communication services (telephone, radio, mobile device and VoIP programs).
• Manage pouch programs, diplomatic post office, and telephone operator program.
• Supervise locally employed staff system administrators, mailroom employees, telephone technicians, radio technicians and switchboard operators.
• Manage work assignments and individual performance.
• Serve as part of the embassy or consulate management team and perform additional duties outside of normal information resource management activities as determined by embassy or consulate management or as dictated by special circumstances.
• Support emergency planning and response and manage emergency wireless communications.
• Maintain internal controls on Department of State automated information systems.
• Protect classified documents and classified communications equipment and workspace.
• Update security settings, manage physical security, monitor security and network security, etc.
• Manage the Public Key Infrastructure (PKI) program.

QUALIFYING SPECIALIZED EXPERIENCE:

• Knowledge of information technology, IT telecommunications, radio systems, the cloud, off-the-shelf (COTS) software, IT technology assessment, systems integration, information security, cybersecurity, virtualization, PBX and VoIP convergence, IT shared services, data analytics and data management, project management principles and IT planning, IT acquisition process, techniques in leveraging IT to satisfy business needs, problem and resolution tracking procedures, customer service theory and techniques, managing processes and operations, and management theory.

• Experienced in IT modernization, integrating local IT mission with Global IT vision, translating business needs into technical solutions, IT asset management, IT project management, information security, customer service, presenting technical concepts in layperson terms, enterprise systems, desktop and peripherals, network infrastructure, mobile services, and video conferencing.

• Superior oral and written communication skills: In order to perform the duties of an IMS, successful applicants must consistently meet a high standard for English, both written (overall structure as well as grammar, spelling and punctuation) and spoken (overall structure as well as delivery, clarity and succinctness).

• Experienced and proficient using Microsoft Office suite (Word, Excel, PowerPoint, and Access) to organize, analyze, prepare, and present program information to a variety of audiences.
Benefits

SALARY & OVERSEAS ALLOWANCE:

In addition to the incumbent’s base salary, he/she will be eligible for other allowances that may include post differential, COLA, danger pay, and Sunday premium pay where applicable.

ANNUAL & SICK LEAVE:

The individual selected will earn annual and sick leave in accordance with OPM regulations, which starts at 4 hours of annual leave and 4 hours of sick leave per pay period. The employee will be paid for federal holidays that fall within their regularly scheduled tour of duty. Those entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates. Please submit a copy of your most recent DD-214 form and/or SF-50 for consideration for higher annual leave accrual rates.

HEALTH & LIFE INSURANCE REINBURSEMENT:

Personal Services Contractor may be provided a maximum of up to seventy-two percent (72%) against actual costs of their annual health and life insurance premiums. Eligibility for reimbursement requires evidence of enrollment in a qualifying health insurance plan and proof of actual payment of the associated health insurance premiums. Reimbursement for medical evacuation coverage will also be provided.

PAID HOUSING:

Housing will be provided and rightsized according to U.S. Embassy’s policies for the Personal Services Contractor. The residential lease, water, and electrical expenses will be paid for by the program through ICASS. Telephone and Internet expenses are the responsibility of the employee.

EDUCATION ALLOWANCE & PASSPORT/VISA SUPPORT:

An educational allowance up to $25,000 per contract year may be provided for individuals with children.

AF/EX will assist the selected individual in obtaining diplomatic passports and the necessary visas.

The selected individual will have access to the Embassy’s health unit and Community Liaison Office (CLO).

RELOCATION ASSISTANCE AVAILABLE: 

Limited. USG pays for round trip airfare for the Personal Services Contractor only. A shipment of 1,250 airfreight will be authorized, and a shipment of consumables if allowable by Post. Furnished residence and transportation will be provided and paid for by the program through ICASS.
