Description

Starting wage for this position is $44,996.00 + DOE, annually.  The individually selected for this position will work from our Celebration Park location in Melba and our Lake Lowell location in Nampa.

General Statement of Duties

Performs a variety of diverse administrative and supervisory tasks associated with program management, facilities management and visitor services for Parks, Cultural and Natural Resources; performs related work as required.

Classification Summary

The primary function of an employee in this class is to develop, plan, organize, coordinate, and execute educational programs management and services of assigned County parks and programs.  The employee supervises full-time, seasonal, part-time, and volunteer employees. The position is under the direct supervision of the Parks, Cultural and Natural Resources Director, although considerable latitude is allowed for independent judgment and initiative. The principal duties of the position are performed in a public building and in an outdoor environment.

Essential Duties and Responsibilities

  • Develops, advertises, coordinates and markets educational programs, events, field trips and facilities;
  • Supervises, coordinates and administers day-to-day operations of assigned parks, staff, programs and facilities at Celebration Park;
  • Performs administrative and supervisory duties in the County’s park system, including but not limited to the execution of all programs, field trips, museum installations, events, dormitories, and customer service functions;
  • Coordinates one-time, recurring, annual, or special projects with community, civic, school, athletic, and volunteer organizations;
  • Supervises, plans, coordinates, and oversees park events, including credit-bearing academic offerings, group visitations, museum exhibits; museum events; dormitories; and special events;
  • Identifies program efficiencies and deficiencies and recommends program modifications as needed;
  • Ensures educational programs align with State curriculum standards to enhance education;
  • Hires, supervises, trains, evaluates and schedules day-to-day assignments and tasks of seasonal, part-time, volunteer and community service workers with assistance of Visitor Services Specialist;
  • Supervises and coordinates staff training, safety, and in-service sessions;
  • Exercises independent judgment to direct others work and has the authority to take corrective action;
  • Utilizes people skills to communicate, motivate and direct or oversee a person, group, organization, or volunteers.
  • Creates and implements internal policies and procedures that allow for efficient and effective delivery of a diversity of programs and use of building facilities;
  • Supervises and oversees safety and risk management of assigned parks, programs and facilities at Celebration Park;
  • Performs maintenance and support duties, as needed;
  • Oversee and coordinate performance of park, facility, and equipment safety inspections;
  • Researches and recommends new equipment purchases;
  • Prepares, supervises and maintains records, documents, logs, and related operational, use, incident, and maintenance documentation;
  • Responds to public concerns, develops alternative solutions and initiates action to create change if needed;
  • Prepares technical documents and reports; assists with obtaining statistics and information related to programming, events, and visitation numbers;
  • Communicates and coordinates regularly with appropriate individuals to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Performs all work duties and activities in accordance County policies, procedures, and safety practices.
  • Maintains and updates department manuals as assigned;

Other Duties and Responsibilities

  • On call after regular work hours to respond to emergency situations;
  • Assists with search, rescue, and recovery operations;
  • Performs other related duties as required.

Knowledge of:

  • Methods, techniques, philosophy, and objectives of developing, managing, and operating park facilities, educational programs, and museum;
  • Public and community relations and education methods, procedures, and objectives;
  • Customer service policies, techniques, and objectives;
  • Program and event management, leadership, planning, and organizational skills;
  • Ability to create and assess program goals and provide clear recommendations to enhance delivery and content associated with all programming;
  • Quickly problem solve and ensure participants and visitors experience excellent service;
  • Supervisory skills, employee evaluations and training methods;
  • Federal, State, County, and other applicable safety requirements and codes.

Ability to:

  • Work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity;

  • Administer, coordinate, and organize a variety of special events and projects;
  • Operate a variety of light and heavy equipment and tools required for park operations and maintenance;
  • Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;

  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner;
  • Prepare and deliver oral and written reports;
  • Establish and maintain working relationships with employees; the public; other County departments; civic, community, school, and public interest groups, vendors and contractors, and other interested and affected parties;
  • Communicate effectively verbally and in writing with the public and other employees.

Acceptable Experience and Training

  • Bachelor’s degree in Outdoor Education, Environmental Studies or a related area is preferred, and;
  • Four (4) years of experience working in education or program and event management and administration, including supervisory experience, is preferred; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications

  • Must possess an Idaho driver’s license;
  • Must successfully complete a background investigation.

Essential Physical Abilities

  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone, by two-way radio, and in person;
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and to review, evaluate, and prepare a variety of written documents and materials;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a motor vehicle, light and heavy equipment, tools, standard office equipment, including a personal computer, and make adjustments to equipment;
  • Sufficient personal mobility, strength, stamina, and agility, with or without reasonable accommodation, which permits the employee to perform maintenance duties, stand for long periods of time, lift up to 50 pounds, and work in an office and park environment.
