Responsible for the technical aspects of marine-related construction projects, including piers, jetties, subaqueous pipelines, bridges, outfalls, and offshore platforms, as well as demolition, ensuring work is planned and progressing in accordance with contracts. Prepare job cost forecasts and assist with budget control and scheduling. Review project proposals and determine timeframes, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources for various phases of each project. Design structural elements and components for construction installation of piles, pre-cast elements, and determine the necessary materials and equipment according to structural engineering concepts with special applications to the marine terminal industry. Design structures and rigging to support installation methods according to marine construction techniques practices. Review designs and drawings from sub-consultants and review shop drawings from vendors, sub-contractors, and fabricators. Prepare and submit drawings and shop drawing of internal construction components. Responsible for procurement of permanent materials on active projects, including producing Requests For Quotations, vendor and quote evaluations, contract preparation, and management of vendor deliverables. Prepare cost forecasts for monthly and quarterly internal review. Prepare cost and productivity analyses as needed by clients. Schedule design, procurement, and installation activities for internal use and external presentations. Interface with sub-consultant engineers, including coordinating meetings, reviewing design calculations, preparing and reviewing specifications, reviewing contract drawings, and conducting constructability reviews. Confirm design compliance with contract. Evaluate and approve design changes, specifications, and drawing releases. Attend client and contract meetings. Supervise the work of one Staff Engineer.
Bachelor’s degree (or foreign equivalent) in Civil Engineering or a related field, plus 4 years of experience in the following: design engineering, including construction planning and execution, estimating and procurement with emphasis on multi-million-dollar marine construction projects in both domestic and foreign markets; using AutoCAD 2D and 3D Modeling to develop construction means and methods drawings and design and fabricating drawings of temporary structures. 2 years of experience in the following: using Oracle Primavera P6 to develop construction schedules, earn-value analyses, man-hour tracking, and forecasting; and using HCSS to determine construction project cost estimates and to develop project control budgets. 1 year of experience utilizing JD Edwards for project controls and forecasting analyses.
