Works with the Board of the Finger Lakes Rural Health Network (FLRHN) to provide leadership and project management support, as FLRHN works to improve patient access to chronic disease management programs, screening programs, social determinant of health resources and other programs in response to community need. Identifies new rural grant opportunities to support the strategy of URMC Affiliates; develops standard grant response material and assists with engaging and coordinating responses from potential collaborators under a grant.
The Finger Lakes Rural Health Network is comprised of organizations serving patients in 10 rural counties, including the University of Rochester Medical Center and its Affiliates.
Develops insights that can inform strategic planning and business development, from the review of multiple data analytics tools, in the context of clinical program initiatives and an evolving competitive landscape. Coaches executives, clinical and administrative leaders in the application of these insights and the use of the tools to answer questions.
Project Management / Grant Management (25%)
+ Convenes, facilitates and provides project management support to the FLRHN Board and to the AVP Business Development to achieve FLRHN goals and promote the use of data in strategic decision making.
+ Formulates and prepares project plans with activities, dependencies, timeframes, resource requirements, milestones and deliverables.
+ Monitors progress of project activities, ensures all critical implementation criteria are met and provides status reports to URMC AVP of Business Development, the FLRHN Board and NYS Office of Rural Health.
+ Develops and manages project metrics and outcomes during the design phase of new clinical and operational projects.
+ Identifies and secures grant funding for strategic initiatives. Collects information and drafts portions of grant submissions.
+ Manages multidisciplinary project teams comprised of clinicians, administrators and operational support staff. Guides conversations, projects, and timelines to help ensure deadlines and requirements are met while providing motivation to work together collaboratively.
+ Oversees, identifies, and advises the development, implementation, and evaluation of designated projects related to the NYS Rural Health Network Program and other metrics designated by NYS as well as workgroups / consortiums that are convened to explore funding opportunities. Includes meeting with vendors and project teams on a regular basis.
+ Encourages and leads collaboration across the URMC system, with community-based organizations and NYS Office of Rural Health, to ensure project deliverables align with needs.
+ Coaches Department Administrators and their designees in understanding and applying data analytic insights to their strategic planning and business development initiatives
+ Develops and executes a project communication plan ensuring clear and effective communication to and across project teams, AVP Business Development and with the FLRHN Board.
+ Informs larger communication plan to engage patients in program utilization and community-based organizations and other potential collaborators in program development.
+ Troubleshoots breakdowns in communication in a timely manner as issues arise.
+ Develops and adds insights to dashboards used by Executives, Chairs and Department Administrators
Financial Management (10%)
+ Develops an annual operating budget and completes budget modifications as needed, which are approved by the FLRHN Board and NYS Office of Rural Health.
+ Prepares invoices for URMC services, including subcontracted vendors, and oversees the timely invoicing by FLRHN members of services they provided, in compliance with grant management policies, with support submitting financial reporting through the NYS grants gateway.
Analysis and Evaluation (15%)
+ Reviews multiple data analytics tools to draw out key insights and relaationships between reports
+ Analyzes and interprets program information and FLRHN website utilization, identifying key drivers and underlying issues
+ Performs appropriate in-depth queries; summarizes and presents findings and opportunities to achieve specified project goals.
+ Prepares reports and presentations supported by data analysis and evaluation, financial analyses and evidence-based methods when applicable. Quantifies patient and financial impact of initiatives at the project level and across the health system.
Relationship Building (10%)
+ Externally, serves as a liaison between FLRHN members; community-based organizations; NYS Office of Rural Health and others in the planning and implementation of assigned projects and provides resolution in the case of operational issues/problems.
+ Internally, values contributions of team members and works to uphold a team culture that is supportive and celebrates each other’s accomplishments.
+ Stays abreast of the unique healthcare needs of patients in rural communities and changes to the competitive landscape of multiple markets / regions across NY & PA.
Bachelor's degree and 5 years relevant experience including at least 2 years at a managerial level; or equivalent combination of education and experience. Master's degree, equivalent course work, or specialized experience in an appropriate field related to the assignment is desirable.
+ Knowledge of Project Management concepts and principles and experience managing projects of varying complexity preferred.
+ Ability to independently identify and respond to challenges and opportunities in line with organizational goals, objectives, and policies as well as healthcare regulations, with minimal guidance.
+ Exceptional judgment and ability to learn and respond to the needs of different components of the UR Medicine Enterprise, and collaborating and vendor organizations.
+ Efficiency in prioritizing assignments, proactively resolving problems and recommending and implementing continuous quality improvement activities.
+ Ability to initiate, develop, and sustain relationships with internal and external leadership, colleagues and staff in advancement of organizational goals. Ability to build stakeholder consensus in a complex environment.
+ Excellent verbal and written communication skills that accurately and succinctly expresses ideas. Demonstrates accurate, grammatically correct documentation in all correspondence.
+ Strong organizational skills and the ability to handle multiple priorities while meeting deadlines in a fast-paced environment.
+ Exhibits proficiency and ability to learn new software skills within a Windows-based environment (MS Word, Excel, Outlook, Powerpoint, Access and SharePoint); ability to work within grant management software systems.
+ ORPA grant management training and NYS Grants Gateway training required.
