CALIBRE Systems, Inc., an employee-owned Management Consulting and Digital Transformation company, is looking for a Senior Financial Analyst to support the Defense Working Capital Fund (DWCF) and General Fund operations for the Defense Information Systems Agency (DISA). The analyst shall provide financial, analytical, programmatic, and technical support, along with process improvement recommendations within the Transportation and Infrastructure Directorate, Operation Center, DISA. 

*Position will be located in Ft. Meade, MD with a mix of telework. Candidate must live within a 50 mile radius of Ft. Meade

 

This support includes, but is not limited to:

  • Assist with preparation of the POM, BES, and PB budget build and associated budget exhibits. Ability to use various financial databases and accounting systems, including classified and unclassified materials.
  • Ability to conduct detailed analysis, and provide requested information and data to leadership and other program stakeholders, in a timely, and accurate manor.
  • Support budget functions involving the formulation, justification, and/or execution of DISA Transportation and Infrastructure budget and other programs, as needed.
  • Attend briefings, trainings, and conferences to assist in justifying and defending budget estimates.
  • Analyze agency trends and developments in planning, programming, budget and execution processes concerning appropriations, funding priorities and workload management which supports overall program operations.
  • Provide financial management and reconciliation support for DISN programs and associated process improvement support.
  • Review procedures and processes for financial management issues; audit and inspection assistance; identifying interrelationships (dependencies on other organizations); analyzing system reporting capabilities and interfaces; identifying problem areas; and analyzing costs.
  • Support budget execution functions by working with DISA program managers to prepare funding packages.
  • Track, monitor, and reconcile unliquidated obligations (ULOs) and prior year funds.
  • Prepared reports and briefs as requested using various financial data based and accounting tools
  • Develop and update Standard Operating Procedures (SOPs) as requested
  • Prepare, track, and monitor funding packages through execution and obligation

Required Skills

  • PPBE, POM, and or Budget Execution experience
  • Must be able to collect, organize, analyze data into useful information at senior leaderships request
  • Working knowledge of Department of Defense (DoD) financial databases and processes
  • Ability to communicate effectively and efficiently with multiple stakeholders, and ability to multitask and manage workload
  • Attention to detail, ensuring accuracy, and completeness
  • Proficient Microsoft Office to include Intermediate to advance Excel Skills.
  • Excellent oral and written communications skills
  • Superior organizational and customer service skills
  • Ability to work independently as well as part of a team
  • Knowledge of fiscal law

Highly Desirable Experience:

  • Defense Agencies Initiatives (DAI)
  • DoD / Defense Information Systems Agency (DISA) experience
  • Contracting Officers Representatives Administration System (CORAS)
  • Previous audit experience is a plus

  • Active Secret Clearance required
  • Minimum 8 years’ experience in the related field
  • Bachelor's degree in a related field.
  • Years Of Experience: 7+ to 10 Years
  • Level of Education: 4 Year Degree

 

DESIRED:

  • a Certified Defense Financial Manager (CDFM) credential or Level III DoD Financial Management Certificate or industry equivalent required.
