Job Description
This position is responsible for directing PSE's program to manage waste generated at PSE operations, construction sites, remediation sites, and from spills, in compliance with all applicable regulations. Leads a waste management team comprised of one scientist and six represented employees (Environmental Coordinators) to document, improve, and implement PSE's waste compliance program. Provides a training program for compliance work processes to ensure employees who manage waste understand and adhere to all relevant regulations and standards. Trains and coaches cross-functional operational staff to comply with waste management requirements. Provides job aids, training, and coaching for crews and contractors responsible for waste management for construction projects, remediation sites, and the spill response program. Responsible for day-to-day operations and maintenance of the Waste Management Facility, in compliance with applicable permits. Responsible for tracking and responding to change to maintain compliance with waste regulations across changes in personnel, operations, and regulations.
Upholds the safety compliance standards inherent in PSE's operating and field procedures related to the waste team's work responsibilities. Promotes and supports a culture of total safety. Demonstrates commitment to conduct business honestly, ethically, and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations
Job Responsibilities
Waste compliance program management
Collaborates across Environmental Services to ensure waste management compliance for PSE's large generating facilities and other energy resource facilities
Serves as PSE's primary technical subject matter expert for waste management issues, providing support as needed to internal customers
Directs the waste management team to support waste management for PSE operations and projects
Directs the Environmental Coordinators to manage the waste that is routed to the Waste Management Facility
Oversees daily operations of the Waste Management Facility and the facility's compliance with its permits
Coordinates with the Environmental Field Operations Supervisor to support waste management for construction projects, remediation sites, and the spill response program
Coordinates with the Environmental Field Operations Supervisor to provide 24/7 coverage for emergency response for internal customers
Stays abreast of changes in PSE operations, potentially applicable regulations, and industry best practices
Assists in the preparation of annual budgets and monthly tracking of budget status
Manages contracts with waste vendors
Environmental Management System (EMS) support
Documents, improves, and implements PSE's waste compliance program
Provides an internal training program for PSE's waste management, with tailored content by audience
Provides access to external training to meet HAZWOPER and DOT training requirements
Ensures proper recordkeeping for training, waste shipments, and other compliance requirements
Builds and tracks the compliance calendar of recurring inspections, waste management tasks, and compliance deadlines
Responds to inspection findings, audit findings, and reported incidents to correct root causes
Provides written guidance, job aids, and coaching to solve problems and promote compliance
Team building
Leads employees on the waste management team, providing them with:
Clearly defined roles and responsibilities
Coaching, feedback, and developmental opportunities
On-the-job training and opportunities for formal training
Conducts performance reviews
Challenges and inspires employees and colleagues to achieve business results
A culture of total safety
Ensures employees adhere to legal and operational compliance requirements, including safety standards included in PSE's Employee Health & Safety program
Promotes achievement of safety goals and targets, setting clear expectations and holding employees accountable
Conducts safety audits and inspections
Eliminates hazards and at-risk behaviors upon discovery
Participates in safety meetings
Minimum Qualifications
Excellent interpersonal skills and ability to develop and cultivate strong working relationship with crews, contractors, regulators, and the public.
Bachelors degree in related field of expertise or equivalent experience.
Experience using common office software (e.g., Excel, Word, PowerPoint, Access, Internet, and email).
Experience in management and handling of hazardous waste.
Working knowledge of MSDS (Material Safety Data Sheets).
Current 40-hour HAZWOPER and DOT Hazmat certificates.
Strong understanding of hazardous materials.
Ability to communicate effectively with internal and external organizations/groups.
Experience/understanding of environmental regulatory and compliance issues.
Desired Qualifications
At least five years of increasingly responsible positions in directing field crews and project management.
A combination of utility experience and environmental education and/or experience that provides the required knowledge and abilities.
Strong background in construction and industrial /operations.

This position is part of the Environmental Compliance Operations Support (ECOS) Team, one of four groups that comprise Environmental Services. The person in this role is expected to coordinate closely with the ECOS Team's Environmental Field Operations Supervisor to ensure environmental compliance across PSE.

The pay range for this position is$83,600.00-$202,200.00, and this position is eligible for annual goals based incentive bonuses.
