Idaho Department of LandsTemporary Grants and Contracts Program Specialist Applications will be accepted through 11:59 PM MST on the posting end date. Description To monitor subgrantees, grantees, or contractors for quality-of-service delivery and compliance with grant or contract agreements and regulations; provide technical assistance; perform related work. To provide a variety of office support functions which require in-depth knowledge of assigned program areas; perform related work. Position Responsibilities: + Analyzes financial reports to determine if expenditures are in compliance with grant or contract guidelines. + Reviews payment requests or expenditures and recommends approval/denial. + Monitor subgrantees for completion of goals and objectives, for compliance with contract/grant agreements and regulations, and audit financial expenditure records. + Develop and prepare narrative, financial, and statistical program reports. + Responds to inquiries regarding grant or contract availability, requirements, and guidelines. + Provide technical assistance for fiscal and grant management and interpretation of grant guidelines and regulations. + Performs and completes grant related special projects. + Maintain program records systems, billings, and payments. Minimum Qualifications: Some knowledge of grant or contract administration; bookkeeping. Experience: interpreting, applying and explaining laws and regulations; interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements; collecting, organizing and evaluating data and writing a narrative report of findings. Desired Qualifications: + A desire to build and maintain strong working relationships with internal and external customers to fulfill the department's mission, goals, and values. + Good knowledge of rules of effective business English usage, spelling, punctuation, and grammar. + Experience: using alphabetical, numerical, or subject filing systems to include determining file names, setting up new files, classifying, labeling, filing, and retrieving; reviewing documents for compliance with established procedures; using a computer to enter and retrieve information. + Excellent technical writing and critical thinking skills. + Experience with Microsoft Office and SharePoint. + Detail oriented with strong organization skills. Under the direction of the Idaho State Board of Land Commissioners (https://www.idl.idaho.gov/about-us/land-board/) , IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
