Payroll Specialist

Our client is building a Utility Services Platform providing mission-critical construction and maintenance services in the transmission and distribution (T&D) space for the electric utility industry. Their clients include investor-owned utilities, electric cooperatives, municipalities, and industrial power users.

POSITION SUMMARY

The Payroll Specialist is responsible for the accurate and timely processing of payroll for multiple business units including both bargaining and non-bargaining employees in a multi-state, project-driven environment. This position reports to the Controller and partners closely with Human Resources and Operations to ensure payroll accuracy, compliance, and exceptional employee service.

RESPONSIBILITIES

  • Process end-to-end payroll for hourly and salaried employees within assigned business units.
  • Review and validate timecards, labor allocations, overtime, premiums, per diem, and other earnings
  • Process off-cycle payrolls as needed
  • Respond to unemployment claims, wage verification requests, and state agency inquiries
  • Administer wage garnishments, child support orders, tax levies, and other court-ordered withholdings
  • Coordinate payroll deductions, benefit withholdings, garnishments, tax withholdings, and employer contributions, ensuring accuracy and timely processing.
  • Ensure accurate state and local tax withholding, reporting, and remittance for multi-state payroll
  • Support payroll tax filings, reconciliations, and year-end processes including W-2 preparation
  • Maintain payroll data within applicable payroll and ERP systems, ensuring accuracy and completeness
  • Generate payroll and labor cost reports for finance, HR, and operations teams
  • Support payroll-related audits and compliance reviews as needed
  • Partner with Human Resources on new hires, terminations, compensation changes, benefit deductions, leave administration, and employee lifecycle payroll impacts.
  • Serve as the primary payroll contact for employees and managers within assigned business units, providing payroll support and issue resolution.
  • Maintain payroll documentation and procedures to support internal controls
  • Provide backup payroll processing and administrative support for the Company's bargaining business units to ensure continuity of payroll operations.
  • Perform other duties as assigned.

 

SKILLS / REQUIREMENTS

  • 3–5+ years of payroll processing experience, preferably in a construction or project-based environment
  • Strong understanding of payroll laws, wage and hour regulations, and payroll best practices
  • Experience processing multi-state payroll
  • Hands-on experience or familiarity with multiple payroll systems and payroll workflows
  • Experience working within ERP systems; job-cost payroll experience preferred
  • Proficiency in Microsoft Excel and Microsoft Office
  • High attention to detail with strong organizational and time-management skills
  • Ability to manage strict payroll deadlines in a fast-paced environment
  • Clear and professional written and verbal communication skills
  • Ability to handle confidential information with discretion
  • Experience supporting utility, electrical, or infrastructure construction projects preferred. • Experience processing union payroll or supporting collective bargaining environments is preferred but not required.

WORK ENVIRONMENT

The Payroll Specialist operates in a fast-paced professional office environment and regularly works with confidential payroll and employee information. The position involves frequent use of payroll systems, ERP software, and standard office technology. The role may require extended hours during payroll cycles, audits, or year-end processing periods. Occasional travel to company offices or project locations may be required.
