QUALIFICATIONS

I. Introduction

This position is located in the Assistance Coordination Section of the U.S. Embassy in Kyiv. The Financial Management Specialist oversees comprehensive budget planning, execution, and financial reporting processes to ensure alignment with administration objectives and the efficient use of U.S. foreign assistance resources in Ukraine. The incumbent coordinates interagency budgeting and reporting requirements for all foreign assistance funding, ensuring transparency, accuracy, and compliance with U.S. government regulations.

 

The Specialist analyzes funding needs, identifies gaps, and makes recommendations to optimize resource allocation and maximize the impact of U.S. assistance. The position requires close collaboration with Embassy sections, interagency partners, and Washington-based offices to ensure that foreign assistance programs are strategically designed, properly resourced, and effectively implemented. The incumbent plays a key role in supporting the Embassy’s mission to advance U.S. foreign policy objectives in Ukraine through sound financial stewardship and innovative resource management.

The incumbent must be able to produce timely, high-quality reports and recommendations, and provide expert guidance on budgetary and financial management matters.

 

II. Major Duties and Responsibilities

1) Budget Planning, Execution, and Oversight (35%)

  • Lead the development, implementation, and monitoring of comprehensive budget strategies and multi-year financial plans for U.S. foreign assistance programs in Ukraine.
  • Exercise delegated authority for the execution of budgets, ensuring alignment with administration priorities and efficient use of resources.
  • Analyze and respond to unanticipated changes in programs or funding requirements on short notice due to geopolitical developments or Congressional direction.
  • Independently make technical judgments on the treatment of budgetary and financial data.
  • Serve as technical authority on interpretation of appropriations law, directives, and Department financial regulations as they apply to foreign assistance in Ukraine.
  • Ensure compliance with U.S. government financial regulations and reporting requirements.
  • Assess the long-term budgetary impact of program decisions and policy changes across multiple fiscal years.
  • Provide expert analysis and recommendations on budgetary matters in a high-visibility environment with significant Congressional, OMB, and public attention.

 

2) Interagency Coordination and Financial Reporting (25%)

  • Lead interagency coordination on budgeting and reporting requirements and execution for foreign assistance in Ukraine.
  • Prepare and submit timely, accurate financial reports, Congressional notifications, and other required documentation for foreign assistance in Ukraine.
  • Develop and implement new methods and criteria for interagency financial reporting and coordination.
  • Facilitate information sharing and collaboration among stakeholders to ensure transparency and accountability.
  • Justify and defend budget estimates, supplemental requests, and reprogramming actions to relevant stakeholders.
  • Respond to Congressional inquiries regarding foreign assistance funding for Ukraine.

 

3) Resource Analysis and Optimization (20%)

  • Analyze funding needs and program requirements, identifying gaps and recommending solutions to optimize resource allocation.
  • Provide expert advice to Embassy leadership and program managers on budgetary strategies to maximize program impact.
  • Monitor financial performance and recommend adjustments to ensure effective use of funds.
  • Provide authoritative interpretations and analysis of the budgetary implications of proposed and recently enacted legislation affecting foreign assistance to Ukraine.

 

4) Program Design and Procurement Support (15%)

  • Support the design and development of new foreign assistance programs, ensuring that budget and financial considerations are integrated from the outset.
  • Advise on procurement processes, contract management, and compliance with U.S. government acquisition regulations.
  • Ensure compliance with U.S. government acquisition regulations and Department financial management requirements.
  • Negotiate and resolve complex budgetary transactions with implementing partners.
  • Collaborate with implementing partners to ensure effective and compliant program implementation.

 

5) Administrative and Other Duties

  • Assist with administrative tasks, visitor scheduling, and note-taking as required.
  • Schedule and conduct monitoring visits for team activities.
  • Perform other duties as assigned to support the mission and team initiatives.

Duration of Appointment: 1 year renewable for up to 4 additional years.

- Consideration given for experience relevant specifically to the solicitation requirements.

- Level and extent of experience dictates the salary level within the grade range.
