QUALIFICATIONS

This position is located in the Assistance Coordination Section of the U.S. Embassy in Kyiv. The Foreign Assistance Coordination Officer serves as a key liaison and action officer for internal and external engagement with a variety stakeholders, including Embassy sections, bilateral and multilateral donors, and host government counterparts, to ensure effective oversight, reporting, coordination, and strategic alignment of foreign assistance programs in Ukraine. The incumbent plays a central role in building and maintaining productive relationships across the interagency community and with Ukrainian government officials and other donors to maximize the impact of U.S. foreign assistance investments.
 
The position manages high-priority taskers and reporting duties, coordinates responses to inquiries, and supports strategic communications efforts that clearly articulate how America First principles guide the U.S. foreign assistance approach in Ukraine. By ensuring consistent messaging and facilitating information sharing among stakeholders, the incumbent enhances transparency, accountability, and oversight, and strengthens the overall effectiveness of U.S. assistance programs in support of peace in Ukraine while building opportunities for U.S. investment.
 
We seek dynamic candidates who can think strategically, act decisively and independently, and operate effectively in a team environment. The incumbent will develop, coordinate, and execute activities, initiatives, and projects that ensure the strategic alignment and impact of U.S. foreign assistance, in accordance with U.S. foreign policy objectives. The position requires the ability to respond effectively to taskers, produce timely, high-quality reports and recommendations on a high-profile and rapidly evolving portfolio.
 
II. Major Duties and Responsibilities 
 
1) Program Coordination and Oversight (35%)
 - Serve as a principle liaison for foreign assistance coordination internally and externally
 - Ensure effective communication and collaboration among Embassy sections, U.S. government agencies, Ukrainian government counterparts, and international donors
- Oversee the alignment and implementation of U.S. foreign assistance programs, exercising independent judgment in interpreting policy guidance and ensuring compliance with U.S. government regulations and achievement of program objectives
 - Analyze complex, often incomplete or conflicting data from multiple sources (implementing partners, host government, other donors) to produce accurate assessments of program progress, identify emerging challenges, and recommend strategic course corrections
 - Monitor program performance, identify challenges, and recommend solutions to address unprecedented challenges and develop innovative solutions to enhance the impact and efficiency of U.S. assistance
 
2) Stakeholder Engagement and Relationship Management (25%)
 - Build and maintain productive relationships with interagency partners, Ukrainian government officials, and donor organizations to advance U.S. policy objectives
- Influence and persuade high-level officials, managers, and external stakeholders to accept and implement findings and recommendations on program improvements, organizational effectiveness, and resource allocation, often in the face of competing objectives, organizational conflict, or resource constraints 
 - Facilitate interagency meetings, working groups, and consultations, providing expert analysis and recommendations to support coordinated approaches to foreign assistance and drive consensus on complex policy and programmatic issues
 - When requested, represent the U.S. government at conferences, Government of Ukraine working groups, workshops, and 
 - When requested, serve as control officer and/or site officer for delegations and official visits in areas of responsibility
 
3) Reporting, Tasker Management, and Strategic Communications (20%)
 - Manage high-priority taskers and reporting requirements, exercising independent judgment and discretion in determining scope, methodology, and analytical approach to ensure timely and accurate responses to inquiries from other Embassy sections, Washington counterparts, and external partners
 - Develop and implement strategic communication materials—including analytical reports, policy briefs,  data visualizations, and digital content—that synthesize complex quantitative and qualitative information to effectively showcase program impact and strategic alignment with U.S. foreign policy objectives in Ukraine
 - Coordinate and produce timely updates and analytical summaries for EUR/ACE, Mission leadership and stakeholders; applying analytical techniques to identify key developments, program impacts, and emerging trends in U.S. assistance to Ukraine
 - Collaborate with program teams and external partners to gather success stories, data, and testimonials, transforming complex information into compelling narratives that demonstrate the office’s impact and support for U.S. strategic goals in Ukraine
 
4) Transparency, Accountability, and Information Sharing (15%)
 - Facilitate information sharing among stakeholders to enhance transparency and accountability in U.S. assistance programs
- Design and implement comprehensive monitoring and evaluation systems to track program progress, measure results, and report on the impact of U.S. investments
 - Ensure consistent messaging and alignment with America First principles in all communications and engagements
 
5) Administrative and Other Duties (5%) 
 - Assist with administrative tasks, visitor scheduling, and note-taking as required
 - Schedule and conduct monitoring visits for team activities
 - Perform other duties as assigned to support the mission and team initiatives

For award, NEA-SCA/EX will negotiate for this contract based on the following:

- Consideration given for experience relevant specifically to the solicitation requirements.

- Level and extent of experience dictates the salary level within the grade range.
