    About the Position: This position is located at the 325th Medical Group, Tyndall Air Force Base, FL.

    This is a Direct Hire Solicitation.

    A recruitment or relocation incentive may be authorized.

    Salary negotiation may be available for those candidates who are new to Federal service.

    Non-Federal work experience may be creditable for leave purposes.

    Duties

    Help

    • Plan the overall approach to meet the contracting objectives for procuring a variety of complex requirements for the Medical Group (MDG).
    • Review requisition package for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements.
    • Determine appropriate contract type and method of procurement based on the nature of service required, urgency of need, estimated cost, market conditions, and applicable procurement policies and regulations.
    • Monitor contract performance.
    • Provide assistance to others relating to contracting work.
    • Develop guidance materials to inform, clarify, and explain regulatory and policy changes.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
    • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
    • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
    • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
    • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
    • This position requires the incumbent to have Tuberculosis Testing (TB) and/or record of Tuberculosis Testing.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirements for Contract Services Representative:

    Specialized Experience: One year of specialized experience which includes managing contract requirements; determining appropriate contract types and method of procurement; and developing procurement plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

    OR

    Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Contract Management, Procurement Financial Management, and Business Management. (Note: You must attach a copy of your transcripts.)

    Combination of Education and Experience: One year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
