Position Description
Reports to: Vice President of Instruction and Student Services
The Dean of Student Services provides strategic leadership, administration, assessment, and supervision for Student Services operations. The Dean develops and evaluates programs that support student access, enrollment, engagement, retention, completion, and success while ensuring compliance with federal and state regulations, accreditation standards, and institutional priorities.
As a member of the President's Administrative Cabinet, the Dean collaborates with campus leaders to advance institutional goals and foster a student-centered environment.

Essential Responsibilities
Leadership and Administration
- Provide leadership, supervision, and evaluation of Student Services departments and personnel.
- Promote a collaborative, student-centered culture focused on service excellence, accountability, and continuous improvement.
- Align Student Services goals with the College's mission, strategic plan, and institutional priorities.
- Participate in institutional planning, policy development, and decision-making.
- Represent the College with community partners, professional organizations, and statewide initiatives.
Enrollment Management and Student Success
- Lead recruitment, admissions, registration, onboarding, retention, and graduation efforts.
- Develop enrollment management strategies that support student access, growth, and completion.
- Monitor enrollment and student success data to guide planning and resource allocation.
- Implement evidence-based strategies to improve retention, persistence, and student outcomes
Student Support Services
- Oversee advising, counseling, career planning, accessibility services, student advocacy, and referral services.
- Ensure students receive accurate, timely information and responsive support.
- Promote an inclusive, welcoming environment that supports student engagement and success.
Compliance and Regulatory Oversight
- Ensure compliance with FERPA, ADA, Section 504, Title IX, financial aid regulations, veterans' benefits requirements, and other applicable laws.
- Serve as the College's primary point of contact (POC) for Department of Defense (DoD) matters, ensuring compliance with applicable financial aid regulations andVeterans'benefits requirements.
- Provide leadership and oversight for Title IX compliance, student conduct administration, Disability Services, investigations, grievance procedures, and related resolutions.
- Oversee student conduct, grievance procedures, investigations, and resolutions.
- Implement and monitor institutional policies and procedures related to Student Services operations.
Planning, Assessment, and Institutional Effectiveness
- Lead strategic planning, assessment, and continuous improvement efforts for Student Services.
- Establish and evaluate performance measures and student success outcomes.
- Support accreditation and compliance with SACSCOC and North Carolina Community College System requirements.
- Prepare reports on enrollment, retention, completion, and related metrics.
Budget and Resource Management
- Develop and manage local, state, and grant-funded budgets.
- Identify resource needs, establish priorities, and ensure responsible stewardship of institutional funds.
- Pursue external funding and partnerships that support student success initiatives.
Personnel Development
- Recruit, supervise, mentor, and evaluate Student Services employees.
- Support professional development and training related to compliance, student success, and best practices.
- Foster a culture of collaboration, accountability, and continuous learning.
Other Duties
- Participate in meetings, committees, professional development activities, and special projects.
- Perform other duties as assigned by the President or designee.
Qualifications & Degree Requirements
Minimum Qualifications
- Master's degree in Higher Education Administration, Student Affairs, Counseling, Education, Leadership, or a related field.
- Five (5) years of progressively responsible leadership experience in student services, enrollment management, student affairs, or related higher education functions.
- Experience in student services areas such as admissions, advising, counseling, financial aid, disability services, student conduct, or retention initiatives.
- Experience with planning, assessment, budgeting, and institutional effectiveness.
- Knowledge of FERPA, ADA, Title IX, veterans' benefits, financial aid regulations, and related compliance requirements.
- Strong leadership, organizational, communication, and supervisory skills.
Preferred Qualifications
- Experience within the North Carolina Community College System.
- Experience leading enrollment management and student success initiatives.
- Experience with accreditation and institutional effectiveness processes.
- Demonstrated use of data analytics to improve student outcomes.
- Experience with Ellucian Colleague or similar student information systems.
- Title IX, student conduct, or student affairs leadership training/certification.

Physical Demands and Working Conditions
Work is performed primarily in an office environment and requires routine use of computers and standard office equipment. Occasional evening/weekend work and local or statewide travel may be required.
