Description
JOB SUMMARY:
This position primarily works in the field collecting physical characteristic data pertaining to real property improvements. This position is responsible for all discovery, photographing, and working with customers. This individual sometimes works in the officeproviding assistance to the public. The Field Appraiser works under the general supervision of the County Appraiser and Deputy County Appraiser.
ESSENTIAL FUNCTIONS:
Measures real estate, residential/farm improvements;
Collects data of real estate during inspections throughout the year;
Discovers and measurers new construction either on site or from plans;
Assists with review of agricultural land parcels in the field using Arc-GIS online maps;
Completes data entry into ORION as necessary;
Assists in the main office to aid the public concerning their properties;
Other special projects or duties as assigned.
SECONDARY FUNCTIONS:
As proficiency increases, the employee will assume expanded appraisal support duties including ORION data entry and value review, land use classification, property owner interviews, informal hearings and documentation, and valuation analysis and reporting.
Performs other related duties as required.

KNOWLEDGE OF:
General office maintenance and practices; filing systems (alpha and numeric);
And ability to learn mass appraisal data collection & appraisal procedures and techniques as employed by the Franklin County jurisdiction;
And ability to learn data entry and computer skills utilizing Microsoft Office Suite software, APEX software, and the ORION appraisal software.
Modern office practices and procedures.
SKILL IN:
Critical thinking and professionalism to resolve problems, manage conflict effectively
Computer operation, keyboarding and other office equipment;
Communicating effectively, verbally and in writing, in a tactful and diplomatic manner that demonstrates exceptional customer service.
ABILITY TO:
Read and use a tape measure;
Use a camera and/or tablet;
Navigate the county using supplied maps;
Work as a team member and in a single capacity
React appropriately under pressure, handle and balance multiple demands at one time, work with frequent interruptions with a heightened attention to detail;
Speak, read, and write English fluently;
Work outside and to walk and be on feet for extended periods of time;
Work in isolated and remote locations, over uneven terrain, and inclement weather conditions;
Follow oral and written instructions;
Establish and maintain effective working relationships with other employees, officials and the public;
Safely operate a motor vehicle.
CERTIFICATIONS, LICENSES, REGISTRATIONS:
Must possess and maintain a valid driver?s license.
REQUIRED EDUCATION/OR EXPERIENCE:
High school diploma or G.E.D
PREFERRED EDUCATION/OR EXPERIENCE:
Knowledge of real estate and/or construction industries
