The Department of Administration is seeking an experienced HR Analyst 3 to join the Talent Management unit, reporting directly to the Talent Acquisition Manager, to support the agency's recruitment and talent development efforts. This role requires a strong recruiting background and extensive hands-on experience with Workday Recruiting in a highly structured environment, and will be responsible for assisting with candidate screening, training hiring managers and staff on effective candidate evaluation techniques, and providing agency-wide training on Workday Recruiting functionality and recruitment best practices; the successful candidate will also serve as a key resource for escalated recruitment needs and hiring barriers, partnering closely with agency stakeholders to support and advance the department's hiring goals.
Salary: $88,999.00 - $100,806.00
Scheduled Work Days & Work Hours: Monday - Friday; 8:30 AM - 4:00 PM. Position is within the Division of Human Resources/Talent Management. Non-Standard 35.0 hours.

Knowledges, Skills And Capacities: A thorough knowledge of general personnel administration principles, practices and techniques, and the ability to apply said techniques in a major, coordinated personnel administration program; a thorough knowledge of the RI Merit System Act and Personnel Rules; a working knowledge of the rules, regulations and procedures affecting personnel administration and the ability to apply them; a familiarity with related federal and state statutes, regulations and guidelines; the ability to supervise and coordinate assigned subordinate staff; the ability to communicate effectively and prepare cohesive written reports and analyses; the ability to establish effective working relationships with a variety of internal and external customers; and related capacities and abilities.
Education And Experience: Education: Such as may have been gained through: possession of a bachelor's degree with specialization in public administration, human resources management, psychology, education, or a closely related field, including or supplemented by courses in personnel administration; and Experience: Such as may have been gained through: employment in a responsible professional position involving some project management, and requiring the application of modern personnel management principles and techniques in the area of general personnel administration. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
