    Job Description

    Position Information

    Individual Properties. Independent Judgment. Not Mass Valuation, Just One Property at a Time. Have you always wanted to work for the City and County of Honolulu (City), but the concepts of mass valuation are just too different from individual property valuation? TheDepartment of Design and Construction (DDC), Land Division, is looking for an experienced Hawaii State-licensed Residential or General Appraiser who is ready for steady work hours and complex, unique, independent appraisal assignments. You will independently appraise residential and residential-related properties involving partial takings, severance damages, easements, access rights, and other unusual or legally sensitive valuation problems. Help the City determine fair market value for properties used to improve our community.

    What You Will Do

    • Appraise real property for City acquisition, disposal, rental, and lease
    • Analyze complex valuation problems where comparable data may be limited or unusual
    • Research, verify, and maintain comparable sales and market data
    • Work with City departments, such as the Department of Parks and Recreation, on land valuation
    • Track real property values trends and advise City agencies
    • Review and critique appraisals prepared by other appraisers
    • Prepare clear, well-supported appraisal reports
    • Explain and defend value conclusions when appraisals are reviewed or challenged

    Minimum Qualification Requirements

    At the time of application, you must be a citizen, national, or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment. EDUCATION REQUIREMENT: Equivalent to graduation from an accredited college or university with major work in real estate, business or public administration, economics or a related field.

    Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

    For example:

    1. Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree.

    2. Four years of general work experience as a State Licensed Appraiser (SLA) may substitute for a general bachelor's degree.

    Education Verification: Education information must be listed clearly on your application.     EXPERIENCE REQUIREMENT: Four years of professional experience in appraising real property. Applicable Skills Needed:

    • Apply advance principles, techniques, and practices of real property valuation and appraisal
    • Analyze land development and building construction methods to determine property value
    • Prepare clear, accurate, and detailed appraisal reports
    • Read, compile, and maintain appraisal maps and supporting records
    • Communicate effectively with property owners, developers, and other stakeholders
    • Conduct interviews and inspections to collect information that supports thorough appraisals
    • Building strong professional relationships through public and human relations skills

    LICENSE/CERTIFICATION REQUIREMENT: 1. The current vacancy requires a valid State of Hawaii certification as a Certified Residential Appraiser (CRA) or Certified General Appraiser (CGA) at the time of application.
