Help Shape the Future of One of North Carolina's Most Historic CommunitiesThe Town of Carthage is seeking an experienced and motivated planning professional to serve as our Part‑Time Town Planner. This position offers a unique opportunity to help guide growth and development in a thriving small town while preserving the character, history, and quality of life that make Carthage special.Located in the heart of Moore County, Carthage is experiencing continued growth and investment. The Town is seeking a planner who can provide professional guidance on development, zoning, land use policy, community planning, and economic development initiatives.Working under the direction of the Town Manager, the Planner serves as a key advisor to the Town Council, Planning Board, Board of Adjustment, staff, developers, and citizens on planning‑related matters.KEY RESPONSIBILITIESCoordinate current and long‑range planning activitiesReview development proposals, rezonings, subdivisions, site plans, and special use applicationsPrepare staff reports and recommendations for appointed boards and Town CouncilAssist with implementation of the Town's Comprehensive Plan and Unified Development OrdinanceProvide planning support for transportation, utility, parks, and public facility projectsCoordinate development review processes and technical reviewsServe as the Town's primary planning liaison with developers, engineers, architects, property owners, and public agenciesSupport downtown revitalization and economic development initiativesAssist with planning‑related grants and special projectsConduct public meetings and engage citizens on planning mattersAttend evening meetings as requiredQUALIFICATIONSMinimum Qualifications:Bachelor's degree in Planning, Public Administration, Geography, Landscape Architecture, Urban Design, Engineering, or a related fieldThree (3) years of professional planning experience, preferably in municipal or county governmentEquivalent combinations of education and experience may be consideredPreferred Qualifications:Experience administering zoning and development regulationsKnowledge of North Carolina General Statutes Chapter 160DAICP certification or ability to obtainSchool of Government Zoning Administrator certificationExperience with GIS applications and development review softwareThis is a part‑time exempt position working approximately 24 hours per week.
