    Utility Field Tech

    The Town of Orange Park is seeking qualified candidates for our Utility Field Tech series. Position level (I, II, or III) and compensation will be determined based on the applicant's prior experience and active certifications. Incumbents are involved in all aspects of the water distribution and collection systems, including locating utilities, coordinating right-of-way work, installing/repairing lines, and ensuring safety and regulatory compliance.

    Utility Field Tech I

    • 1 year of experience as a Utility Trainee

    • High School Diploma or GED

    • Valid Florida Driver's License

    • Must attain a Water Distribution License within 1 year of hire

    Utility Field Tech II

    • 3 years of experience in water utilities service

    • High School Diploma or GED

    • Valid Florida Driver's License

    • Active FDEP Water Distribution License Level 3 OR FWPCOA Collections Certificate

    Utility Field Tech III

    • 4 years of experience in water utilities service

    • High School Diploma or GED

    • Valid Florida Driver's License

    • Active FDEP Water Distribution License Level 3 AND PWPCOA Collections Certificate

    Essential Duties & Responsibilities Regardless of tier, all technicians perform the following core duties:

    • Locates & Inspections: Perform locations of water, sewer, and other Town utilities; inspect newly installed water mains for standard compliance and NPDES surface water compliance.
    • Maintenance & Repairs: Install, repair, and maintain water/sewer lines, valves, meters, and fire hydrants; flush water mains per instructions; check and assist with lift station repairs.
    • Customer Service & Operations: Respond to work orders for turn-ons/offs and investigate water/sewer complaints; accurately read and record water meters for billing.
    • Sampling & Safety: Collect bacterial ("bact T") samples; implement strict cross-contamination prevention practices during all maintenance.
    • Inventory & Reporting: Order, inventory, and maintain adequate stock of common-use parts; generate oral/written progress reports regarding usage and repairs.
    • Emergency Response: Serve on-call to handle utility system emergencies as required.

    Core Knowledge, Skills, and Abilities

    • Strong working knowledge of plumbing, pipe fitting, meter repairs, and construction standards (joint restraints, MJ fittings, flange fittings, thrust blocks).

    • Ability to read, interpret, and work directly from utility plans and construction blueprints.

    • Capability to supervise/lead aspects of water/wastewater repairs and new installations (expected more heavily at Level II and III).

    • Solid basic and advanced mathematical skills (working with fractions, decimals, ratios, and percentages).

    • Clear verbal and written communication skills for reporting and interacting with property owners.

    Physical Demands & Work Environment This is a heavy labor role that requires working outdoors in varying environments.

    • Physical Tasks: Frequent standing, walking, bending, stooping, reaching, pushing, pulling, and repetitive motions.

    • Lifting: Regular lifting and carrying of items both under and over 20 pounds.

    • Tools: Frequent operation of both hand tools and heavy power tools.

    • Hazards: Daily proximity to moving mechanical parts, electrical currents, housekeeping/cleaning agents, toxic/caustic chemicals, and flammable or explosive gases.
