TITLE: Purchasing Director

MINIMUM QUALIFICATIONS: 1. Minimum of a bachelor's degree in business administration, accounting or law.

  1. Demonstrates excellent communication and interpersonal skills.

  2. Proficient in Microsoft Office and Excel, other data processing techniques.

  3. Demonstrates knowledge and skill in modern business procedures.

  4. Previous experience in an industrial or institutional procurement, accounting, auditing, contract law or materials management position.

  5. Ability to communicate effectively through oral and written medial on a wide range of subjects.

IMMEDIATE SUPERVISOR: Chief School Business Official

SELECTION: The position is filled by the Board of Education upon recommendation of the Superintendent of Schools

SALARY AND EMPLOYMENT: Based on professional pay scale and approved supplement. Previous employment will be considered by the Board of Education in evaluating experience for salary purposes. Employment term of 250 days.

FUNCTIONS AND DUTIES:

  1. To administer, manage and maintain the records and systems for all purchasing of all contracted services, supplies, materials and equipment in accordance with the approved budget.

  2. To oversee and implement vendor setup, management and compliance.

  3. Manage liability, property and flood insurance programs including claim process for Harrison County Schools.

  4. To oversee the central office building rental agreements, tenant management, and general building issues.

  5. To Direct review and/or prepare/issue all bids, quotes, and purchase orders in accordance with promulgated laws, regulations and policies.

  6. To serve as the district's procurement card (PCARD) coordinator.

  7. To serve as point of contact on and review for compliance all contracts, agreements and memorandums of understanding for Superintendent's signature.

  8. To prepare state and federal reports as assigned and respond to freedom of information requests.

  9. To maintain the necessary records for reporting data pertinent to the job responsibilities.

  10. To work with all school and departmental personnel with regard to purchasing and PCARD procedures. Including developing and providing training on such.

  11. To maintain the accounting and reporting of all fixed/capital assets.

  12. To assist with providing documents to external auditors for the completion of their tasks.

  13. Oversees implementation and compliance with WV State Code, WVDE procurement policies (8200) and federal procurement regulations (2 CFR Part 200 Subpart D) as required.

  14. Assists with financial reporting in regard to GASB implementation of fixed assets, leases, contracts, etc.

  15. To attend professional development trainings to obtain information and stay abreast of procurement regulations and best practices.

  16. To perform other tasks and assume other responsibilities relevant to the position as may be assigned by the Superintendent and/or Chief School Business Official/Treasurer.
