Description for Candidates:
Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. To lead and-or assist in Short Range Planning analysis and deliverables for IJR-IMR, traffic analysis, microsimulation, alternatives and recommendations development and presentations. Leads traffic analysis studies, microsimulation; and participates in special projects for VDOT executive management; has statewide responsibilities.
How you will contribute:
Communications: Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.Facilitate Section Improvement: Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.Leadership and Program Support: Provide leadership and direction to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.Management Reporting: Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.Team Leadership: Supervise team of engineers and technicians. Assign projects and tasks, monitor work progress and provide guidance. Promote training and development opportunities.Traffic Forecasting and Analysis: Prepare local and regional travel demands for specific milestone years using available data, reports and models. Provide traffic forecasts, roundabout analysis and recommendations for scoping meetings, roadway design and environmental studies.Transportation Planning Studies: Conduct, manage and participate in transportation planning studies including corridor studies, access management studies, crossover studies, interchange studies, etc. Collect and analyze data and provide recommendations for transportation deficiencies. Analyze using appropriate microsimulation software to develop alternative solutions and provide solutions.

Minimum Qualifications:
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.Ability to establish and maintain effective working relationships with others.Ability to evaluate, develop and maintain innovative solutions for transportation planning and mobility initiatives.Ability to interpret technical data and prepare and maintain detailed reports.Ability to negotiate outcomes and work with diverse customer groups.Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes.Degree in Civil Engineering or related field.Knowledge of roadway capacity analysis and safety analysis impacting roadway designs.Knowledge of traffic engineering and road design principles and practices.Skill in providing and promoting good customer service to internal and external customers.Skill in the use of computers and web-based applications such as Microsoft Office (Excel, PowerPoint).Valid Professional Engineer"s license.
Additional Considerations:
Ability to act as a liaison with diverse groups, e.g. government officials, special interest groups, citizens, etc.Ability to evaluate and develop innovative solutions for transportation planning and mobility initiativesExperience using planning and traffic engineering software, e.g. Synchro, HCS, Sidral.Knowledge of ArcGIS.Knowledge of VDOT crash analysis tool, INRIX.Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering.Skill in design software such as Open Road Design.
