Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a 222-S Day Shift Manager in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

Essential Functions and Job Responsibilities

The Day Shift Manager (DSM) provides comprehensive leadership for day-shift operations in a Category 3 Nuclear Laboratory, directing Shift Operations Managers, Chemical Technologists, and Stationary Operating Engineers to ensure laboratory activities are planned, scheduled, and conducted safely and efficiently. The DSM maintains strict compliance with DOE, federal, state, and local technical, environmental, and safety regulations, proactively anticipating and resolving hazards while collaborating with subject matter experts. As the primary facility leader, the DSM commands and controls responses to abnormal and emergency events, oversees personnel management—including performance, coaching, and conflict resolution—and promotes a strong safety culture and professional growth. Additional responsibilities include authorizing work releases, approving and closing work packages, managing access and key control, maintaining awareness of configuration changes and activity integration, and serving as the lock and tag (LOTO) control administrator to protect staff from hazardous energy releases through robust program oversight, audits, and training.

  • Management of Dayshift Operations (SOMs, Chemical Technologists, Stationary Operating Engineers):Direct daily activities of day-shift operations personnel, including Shift Operations Managers (SOMs), Chemical Technologists, and Stationary Operating Engineers. Plan, schedule, and assign work, providing leadership and clear direction to ensure laboratory functions and experiments are performed safely and efficiently. Maintain staff qualifications and coordinate ongoing training to ensure readiness for operational and emergency assignments.
  • Maintain Plant Operations with Technical and Environmental Safety Requirements (under minimal direction):Oversee and coordinate daily operations of the Category 3 Nuclear Laboratory, proactively ensuring that all technical activities and processes are executed in strict compliance with DOE, federal, state, and local environmental, safety, and health regulations. Apply expert knowledge of facility systems to anticipate, identify, and mitigate hazards, and collaborate with SMEs to resolve complex operational issues.
  • Command and Control of Abnormal and Emergency Situations:Serve as the primary facility leader during abnormal events and emergency situations, implementing incident command protocols. Assess evolving scenarios, initiate and direct emergency response actions, ensure rapid notification and coordination with facility staff and emergency response teams, and maintain oversight of facility status and personnel accountability throughout the event.
  • Personnel Management for Shift Operations Staff:Address daily personnel matters, including performance feedback, coaching, discipline, and conflict resolution. Support professional growth and engagement by promoting a culture of safety, excellence, and continuous improvement within the shift team.
  • Work Release, Operational Authorizations, and Package Management:Review and authorize work releases, confirming readiness for safe execution. Oversee acceptance and closeout of work packages, ensuring all activities meet operational, quality, and regulatory standards. Validate appropriate controls, documentation, and audits are in place before work is considered complete.
  • Access and Key Control Authority:Oversee the administration of the laboratory’s physical access and key control program, maintaining inventory and documentation of all keys, badges, and entry permissions. Ensure only qualified individuals are provided access to controlled and secure areas of the facility.
  • Oversight of Configuration Control and Work Integration:Maintain comprehensive awareness of ongoing and planned facility activities, especially those that may change laboratory configuration or interface with Analytical Operations. Coordinate with operations, engineering, and support teams to resolve potential work conflicts and ensure proper integration of technical tasks.
  • Lock and Tag Control Organization Administrator:Serve as the administrator for the facility’s lock and tag (LOTO) program, ensuring rigorous implementation to protect staff from hazardous energy releases. Conduct oversight and participate in routine surveillances and audits, and provide guidance and training on LOTO policies to laboratory personnel.

Minimum Requirements

  • Bachelor’s degree in related field and 10-12 years of related experience, or equivalent combination of education and/or experience.
  • Fully qualified as Shift Operations Manager (SOM), Building Emergency Director (BED), Facility Operations Specialist (FOS), Field Work Supervisor (FWS), and Control Organization Authority (COA)

Desired Qualifications

  • Experience managing Bargaining Unit personnel
  • Knowledge of Microsoft Office, Adobe Acrobat, Enterprise Asset Management (EAM), and SmartPlant Foundation (SPF) Desktop.

Compensation

Grade 20: $131,888 - $166,263

Grade 21: $145,150 - $183,050

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
