As a faith-based Federally Qualified Health Center (FQHC), we serve approximately 60,000 patients each year across our Memphis health centers, offering primary care, dental, behavioral health, pharmacy, and specialty services.

    About the Role

    Christ Community Health Services is seeking an experienced, strategic 340B Program Director to provide executive-level leadership for the organization's 340B Drug Pricing Program. The director has full authority and accountability for 340B strategic direction, governance, operational performance, financial optimization, compliance, risk management, vendor oversight, and sustainable program growth. This role oversees all 340B activity across entity-owned pharmacies, specialty pharmacy, contract pharmacy arrangements, clinic-administered medications, and other applicable program areas. Serving as CCHS's senior 340B subject-matter expert, the director works closely with Pharmacy, Finance, Compliance, Information Technology, Revenue Cycle, Medical leadership, Legal, and executive leadership. The position directly supervises the 340B Operations Program Manager and 340B Compliance Program Manager.

    What You'll Do

    Strategic Leadership and Program Governance

    • Establish and independently direct the 340B Program's strategic vision, governance structure, annual priorities, goals, performance standards, policies, and decision-making framework.
    • Evaluate, approve, and lead program expansion, optimization, and new pharmacy-related services based on operational, financial, regulatory, compliance, and organizational risk.
    • Serve as the organization's senior 340B authority and advise executive leadership on complex program issues, risk exposure, strategic decisions, and sustainable growth opportunities.

    Program and Financial Oversight

    • Exercise complete oversight of daily 340B operations and compliance through the 340B Operations and Compliance Program Managers, establishing priorities, deliverables, accountability, and performance expectations.
    • Direct the review and resolution of operational performance, compliance findings, financial results, program risks, technology needs, cross-functional barriers, and stakeholder concerns.
    • Maintain full accountability for savings, revenue integrity, purchasing activity, replenishment, capture rates, accumulations, claims qualification, split-billing performance, contract pharmacy economics, fee structures, reporting, and reconciliation.
    • Partner with Finance and Pharmacy leadership to validate program value, support budgeting and forecasting, and identify opportunities for responsible optimization.

    Compliance and Risk Management

    • Maintain executive accountability for 340B compliance, program integrity, HRSA audit readiness, internal monitoring, policy governance, procedures, controls, and risk-mitigation activities.
    • Oversee self-audits, external audits, findings, corrective action plans, follow-up testing, recurrence prevention, and communication of significant compliance matters.
    • Evaluate major compliance concerns and coordinate the organizational response with Compliance, Legal, Finance, Pharmacy, Revenue Cycle, IT, Medical leadership, and executive stakeholders.
    • Establish escalation criteria and determine when significant compliance, financial, operational, vendor, legal, or organizational issues require executive review or corrective action.

    Program Development and Vendor Oversight

    • Identify, evaluate, and lead opportunities involving entity-owned pharmacies, specialty pharmacy, contract pharmacy, clinic-administered medications, referral capture, technology enhancements, and related pharmacy services.
    • Direct approved initiatives from planning through implementation, including scope, timelines, resources, stakeholder alignment, operational readiness, compliance review, and success measures.
    • Provide full oversight of third-party administrators, wholesalers, contract pharmacies, split-billing vendors, software platforms, consultants, and other 340B partners.
    • Lead vendor selection, due diligence, contracting input, implementation, data and access requirements, service expectations, performance monitoring, issue resolution, and accountability.
    • Recommend corrective action, escalation, contract changes, remediation, or termination when necessary to protect program performance and integrity.

    Executive Reporting and People Leadership

    • Develop, validate, and present executive-level reporting on financial performance, compliance trends, operational metrics, audit activity, risks, vendor performance, strategic initiatives, and opportunities.
    • Translate complex regulatory, operational, financial, and technical issues into clear analysis, recommendations, decisions, and action plans.
    • Communicate significant risks, program changes, emerging issues, and strategic priorities across organizational leadership groups.
    • Recruit, supervise, mentor, evaluate, and hold accountable the 340B Operations and Compliance Program Managers.
    • Determine the staffing, technology, training, process, and resource needs required to sustain effective oversight, compliance, operational performance, and growth.
    • Promote accountability, continuous improvement, operational excellence, succession planning, cross-training, collaboration, and timely issue resolution.

    What You'll Bring

    • Bachelor's degree in pharmacy, healthcare administration, business administration, finance, compliance, or a related field.
    • At least five years of experience with the 340B Drug Pricing Program, including strong knowledge of operational, financial, compliance, and regulatory requirements.
    • Progressive leadership experience with responsibility for complex programs, teams, or service lines.
    • Demonstrated ability to analyze complex data and develop strategic, actionable recommendations.
    • Strong leadership, executive communication, project-management, analytical, and problem-solving skills.
    • Ability to lead cross-functional initiatives and communicate effectively with senior and executive stakeholders.

    Preferred Qualifications

    • Licensed pharmacist or advanced healthcare or business degree.
    • Apexus Certified Expert (ACE) credential.
    • Experience in an FQHC or other HRSA-supported covered entity involving entity-owned pharmacies, contract pharmacies, specialty pharmacy, and clinic-administered medications.
    • Experience with 340B technology platforms, third-party administrators, wholesalers, and pharmacy vendors.
    • Experience leading program growth, optimization, or implementation initiatives.

    Work Environment

    This position primarily operates in an administrative and healthcare environment, with activity in pharmacy and clinical settings as needed for program oversight, audits, meetings, implementation activities, and operational support. The role involves regular computer-based work, data analysis, documentation review, meetings, presentations, and collaboration across CCHS locations and with external partners. Occasional local travel may be required to support organizational and program responsibilities.
