Major
Responsibilities
and
Duties:
1.
Perform
other
duties
as
assigned
by
the
Assistant
Director
and
Executive
Director
of
Purchasing.
2.
Work
on
General
Fund
contracts
as
required.
3.
Before
submission
to
the
Director
of
Purchasing,
ensure
all
solicitation
documents
comply
with
state
and
federal
procurement
laws,
the
TEA
Purchasing
Module
of
the
Financial
Accountability
System
Resource
Guide,
board
policy,
and
locally
defined
procedures.
4.
Provide
guidance
regarding
all
procurement
issues,
including
purchasing
law
and
local
procedures,
to
district
staff
and
buyers.
5.
Implement
purchasing
procedures
to
process
RFPs,
bids,
and
purchase
orders,
ensuring
compliance
with
Texas
Department
of
Agriculture
(TDA)
and
USDA
regulations.
6.
Prepare
final
bid
tabulations
and
Administrative
Recommendations
for
Board
approval.
7.
Collaborates
with
staff
to
create
evaluation
criteria
for
Requests
for
Proposals,
Requests
for
Qualifications,
and
Requests
for
Bids.
8.
Optimize
the
use
of
Oracle
standard
functionality
to
improve
efficiencies.
9.
Create
a
Global
Blanket
Purchase
Agreement
for
each
contract
award.
10.
Prepare
ESSER/Student
Nutrition
Public
Notices
for
upcoming
bids.
11.
Displays
professionalism
in
dealing
with
students,
parents,
staff,
and
the
community.
12.
Acts
as
liaison
with
school
sites,
other
departments,
and
outside
agencies,
including
high-level
staff
such
as
principals
and
department
directors.
13.
