Overview

With approximately 16,000 students, NIU is one of the largest public universities in the state of Illinois. Illinois Department of Children and Family Services contracts with the Department of Psychology employs 97 staff across the state of Illinois and is committed to enhancing outcomes for the children and families served.

Position Summary

Under the direction of the Deputy of the Office of Research and Child Well-Being and the supervision of the Crisis Cares Community (3C) Manager, the Data and Evaluation Specialist supports the 3C program by ensuring accurate data collection, analysis, and reporting. This role strengthens 3C's ability to monitor fidelity, assess outcomes, and identify opportunities for improvement. The Data and Evaluation Specialist embeds data-driven decision-making into 3C program operations in alignment with DCFS and the Office of Research and Child Well-Being's vision, well-being goals, values and theory of change.

Essential Duties and Responsibilities

Data Collection, Management, and Analysis

  • Collect, validate, and maintain 3C program and provider data, fidelity measures, and complete contract monitoring activities to ensure accuracy and integrity
  • Conduct quantitative and qualitative analysis to assess program outcomes, case progression, family and youth well-being, and stability where applicable
  • Generate dashboards and performance reports for internal use and external partners
  • Translate data findings into actionable insights that guide program improvement and decision-making

Program Evaluation and CQI Support

  • Collaborate with the CQI Coordinator to design and implement evaluation strategies specific to 3C
  • Monitor fidelity and program performance through ongoing data review and analysis
  • Provide feedback to 3C staff, providers, and partners on outcome trends and improvements
  • Support the development of fidelity measurement tools and evaluation frameworks

Partner Engagement and Collaboration

  • Collaborate with 3C providers, coordinators, and other DCFS/CWCA staff to ensure timely and accurate data reporting
  • Integrate partner and individuals with lived experience feedback into evaluation and reporting processes
  • Present findings and actively participate in CQI and implementation meetings

Training and Capacity Building Support

  • Provide technical assistance to staff and providers on data entry, system use, and interpretation of evaluation results
  • Support efforts to build data literacy and strengthen evaluation capacity across the 3C team

Other Duties as Assigned

  • Perform other related duties as assigned within the scope and responsibilities of the position to support the vision, and mission of the DCFS Child Well-Being contract with NIU.
  • Complete additional responsibilities and special projects as assigned to meet the priorities of the DCFS Child Well-Being Contract with NIU
  • Contribute as directed by DCFS and NIU to cross functional and other initiatives as required

  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects

Specialty Factors (Civil Service)

  • Bachelor's degree in social work, psychology, public administration, statistics, data science, or related field.
  • Minimum of 2 years of experience in data collection, analysis, and reporting, in child welfare, social services, or related fields.

Preferred Qualifications (Civil Service)

  • Master's degree in social work, psychology, public administration, statistics, data science, or related field.
  • Experience applying evaluation methods, using implementation science principles, and working with evidence-based or trauma-informed initiatives.
