Job Title: Financial Manager(Grants)

Shift: Monday – Friday, 8:00 A.M. - 4:30 P.M.

Duration: Long term Contract

 

Job Description:

  • Review contractor invoices for completeness, accuracy, compliance with contract requirements, and consistency with approved budgets prior to payment processing.
  • Process invoices through the State's financial management system and coordinate with appropriate staff to ensure timely payment.
  • Monitor expenditures across multiple contracts and initiatives to ensure spending remains within approved budgets, funding caps, and project timelines.
  • Maintain budget tracking tools and financial records to support ongoing monitoring of grant expenditures and remaining available funding.
  • Assist with monitoring expenditures for compliance with applicable federal requirements, CMS guidance, Uniform Guidance (2 CFR Part 200), State policies, and contract terms.
  • Work collaboratively with the Management Analyst III, Initiative Leads, contractors, fiscal staff, and other stakeholders to resolve questions and support day-to-day grant administration.
  • Identify budget variances, spending trends, and potential fiscal issues and communicate findings to the Management Analyst III and program leadership.
  • Assist with budget development, budget revisions, financial forecasting, and other fiscal analyses as needed.
  • Prepare financial reports, expenditure summaries, reconciliations, and supporting documentation for CMS reporting, monitoring activities, audits, and leadership requests.
  • Provide technical assistance to Initiative Leads and contractors regarding invoice requirements, budget administration, allowable costs, and financial reporting expectations.
  • Assist with the development and refinement of fiscal tracking tools, internal processes, and documentation to support effective financial management of the Rural Health Transformation Program.
  • Perform other fiscal management, grant administration, and program support activities as assigned.
