The Government Analyst I position acts as the Budget Specialist, who supports the financial oversight, grants compliance, and budget management functions of the Florida Rural Health Transformation Program.

The position assists with day-to-day budget tracking, expenditure monitoring, and financial documentation to ensure program funds are managed in accordance with CMS requirements, federal grant guidance, state financial rules, and Agency policies.

The Budget Specialist works under the direction of the Budget and Grants Compliance Manager, providing analytical, administrative, and reporting support for federal grant compliance, sub-awardee monitoring, and program budget operations.

This position is housed at headquarters.

Key Responsibilities

• Assist the Budget and Grants Compliance Manager with day-to-day budget tracking, reconciliation, and monitoring of program expenditures, obligations, and encumbrances.
• Support preparation of budget summaries, expenditure reports, forecasting tools, and financial dashboards for leadership and program stakeholders.
• Compile and organize financial data and supporting documentation for CMS financial reports and other required federal fiscal submissions.
• Track grant compliance deadlines and maintain calendars of financial reporting requirements to help ensure timely submission.
• Review invoices, reimbursement requests, and financial documentation for accuracy, completeness, and compliance with allowable cost requirements.
• Assist with monitoring sub-awardee budgets and expenditures, including compiling documentation and flagging potential compliance concerns for review.
• Maintain organized, audit-ready documentation of fiscal processes, transactions, and compliance activities.
• Help prepare materials and respond to routine inquiries in support of audit readiness, CMS monitoring, and internal financial reviews.
• Assist in identifying variances, errors, or discrepancies in budget and expenditure data and bring them to the attention of the Budget and Grants Compliance Manager.
• Provide administrative and logistical support for training sessions delivered to program staff and sub-awardees on fiscal policies and reporting expectations.
• Support coordination with procurement, contract management, regional leads, and other internal teams on routine financial matters.
• Assist with data entry, spreadsheet maintenance, and updates to financial tracking and reporting systems.
• Help compile background materials and data in support of legislative budget requests, budget amendments, and legislative budget analyses.
• Perform other budget, financial tracking, and grants compliance support duties as assigned.

The individual in this position is expected to report to work daily and on time.

KNOWLEDGE, SKILLS, AND ABILITIES

• Working knowledge of budget tracking, financial reporting, and grants compliance concepts.
• Basic understanding of federal grant management and federal cost principles (2 CFR Part 200), or the ability to quickly develop proficiency.

MINIMUM QUALIFICATIONS REQUIREMENTS

• Two years of experience in budget support, financial administration, grants administration, or accounting, preferably in a public-sector or federally funded program.

Preference will be given to candidates with:

• Bachelors degree in accounting, finance, public administration, business administration, or a related field preferred.
• Experience supporting CMS grants, federal healthcare funding, or public health financial oversight.
• Experience working in a state government budget, accounting, or fiscal compliance function.
• Familiarity with federal reporting platforms and grant management systems.
• Prior experience with invoice review, reimbursement processing, or sub-award documentation.
• Relevant coursework, training, or certification in accounting, finance, or grants management.
