PRIMARY PURPOSE:

Direct and manage the operation of all financial and business affairs of the district, including accounting, purchasing, data processing, and tax collection. Provide leadership for the district's financial services activity to ensure legally sound and effective management practices. Serve as Chief Financial Adviser to the Superintendent and Board of Trustees

QUALIFICATIONS:

Education/Certification:

  • Business/Accounting Degree, Master's Degree preferred
  • CPA Preferred, but not required

Special Knowledge/Skills:

  • Advanced technical knowledge of school finance, budgeting, accounting systems, investments/bonds and economics
  • Knowledge of and ability to understand and interpret applicable policies, state statutes, and federal guidelines
  • Strong communication, public relations, and interpersonal skills
  • Working knowledge of financial applications and accounting
  • Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing
  • Ability to motivate, lead, and challenge a team, establish goals, objectives and action plans to achieve district goals
  • Ability to resolve conflict, listen, and appropriately respond to concerns
  • Ability to manage budget, investment and personnel
  • Ability to coordinate district functions
  • Experience in public school administration, public school district administration, or leadership of other large, diverse organizations
  • Five years of supervisory experience with responsibilities related to finance/business operations of a school district or comparable experience with substantial operating budgets

MAJOR RESPONSIBILITIES AND DUTIES:

  • Ensure preparation and integrity of all district general accounting records and related financial reports using accepted standards for school accounting as prescribed by the Texas Education Agency.
  • Ensure that business operations are supportive of the instructional goals and objectives of the district and the attainment of the campus performance objectives (academic excellence indicators).
  • Act as financial advisor to the superintendent and board of trustees and keep them informed of the financial condition of the district.
  • Maintain the district's investment portfolio. Supervise and coordinate the investment of all available funds to the best interest of the school district and ensure that these funds are adequately protected against loss at all times.
  • Develop long-range and short-term objectives for the district's business operations and prepare the district budget. Monitor budget variances and oversee budget adjustments.

  • Ensure that sound communication techniques are understood and used by business office employee in their contact with staff, community, media and the board.
  • Ensure that all financial obligations of the school district (accounts payable, notes payable, bonded indebtedness, and payroll) are met on a timely basis.
  • Implement and maintain internal control procedures to ensure the safeguarding of assets and reliability of accounting data and to promote operational efficiency and ensure adherence to prescribed procedures.
  • Oversee the financial compliance for all district funds and work cooperatively with the district's independent auditors in conducting periodic audit and preparing and publishing annual comprehensive financial report in compliance with Association of School Business Officer (ASBO) standards
  • Develop and maintain District Salary Schedules.
  • Manage Property and Casualty Insurance.
  • Implement the policies established by federal and state laws, State Board of Education rule, and local Board policy in the areas assigned.
  • Keep the Superintendent and the board of trustees informed on matters of finance, associated regulatory issues, and financial reporting requirements; and recommend necessary actions for the most efficient operation of the school system.
  • Work with district personnel in projecting student enrollment, staffing needs, building and facility needs, energy needs, capital equipment needs and other cost items for district and individual school improvement.
  • Develop training options and/or improvement plans to ensure the best operation in the area of business operations.
  • Direct and manage business operations of the district including purchasing, accounting, worker's compensation, child nutrition, tax collections, budge hearings, bond issues, debt management, and investment programs.
  • Provide leadership and achieve cost-effective practices throughout the district.
  • Administer district, campus and program budgets and cost estimates based upon documented program needs.
  • Attend board meetings and make presentations when appropriate and/or requested
  • Compile, maintain, and file all reports, record other documents as required.
  • Follow district safety protocols and emergency procedures.
  • Develop and maintain staff morale with employees in the district.
  • Select, train, evaluate, and supervise department staff and make recommendations relative to assignment, retention, discipline, and dismissal.
  • Perform other duties as may be assigned.
