POSITION OVERVIEW

This is a Union position.

This position is a Shift Supervisor in the Gallatin County 9-1-1 Department. This position performs emergency and non-emergency dispatching and documentation oversight functions for the city and county. Duties include conducting or directing subordinate dispatchers in activities such as prioritizing calls; dispatching police, sheriff, fire, and ambulance as appropriate; dispatching other county services and agencies; monitoring and maintaining manual and automated field unit and equipment status, logs, reports, and CJIN; running criminal history/background information on customized computer system; documenting all phone and radio traffic received on computer-aided dispatch system; and performing or directing a variety of other duties as assigned, or as needed in response to emergency situations. The position reports to the Assistant Director of Operations and provides line supervision of dispatchers.

  • Receives requests for police, fire, and emergency medical assistance from the public. Interprets information from callers, law enforcement officers, and other emergency services personnel to prioritize calls, determine which specific information applies in each situation, identify the need for further information, and to determine which services, if any, to dispatch.
  • Calms, negotiates, questions, advises, and otherwise communicates with callers to obtain accurate and essential information necessary to establish priority and code of the emergency, exercising proper professional judgment in stressful situations. Basic pre-arrival medical instructions will be provided based upon IAED guidelines.
  • Dispatches and/or relays calls for service to the appropriate police, fire, and emergency medical agencies or units.
  • Records time, location and nature of law enforcement, fire or medical emergency to ensure adequate coverage is provided pursuant to county and city guidelines, policies and procedures. Alerts other law enforcement, fire, and emergency medical agencies as necessary to provide mutual aid.
  • Enters emergency response information into the computer using a Computer Aided Dispatch (CAD) system.
  • Maintains radio contact with all law enforcement, fire, and emergency medical agencies to maintain awareness of status and takes appropriate action when required.
  • Makes periodic announcements and relays messages as required in furtherance of public safety activities.
  • Assists other dispatchers as necessary and whenever not occupied with primary duties. Dispatches other county services and agencies.
  • Monitors and maintains manual and automated field unit and equipment status, logs, reports, and CJIN.
  • Runs criminal history/background information checks on customized computer systems.
  • Performs other documentation and records management functions using manual filing systems and computer systems.
  • Uses State/National Law Enforcement computer systems to obtain or transmit requested information for designated law enforcement agencies.
  • Establishes and revises dispatcher shift schedules, work plans, and priorities to ensure 24-hour coverage and adequate staffing. This includes establishing and adjusting dispatcher schedules, arranging for coverage of absences, and projecting and planning staffing and coverage needs.
  • Develops and recommends overall responsibilities and allocation of positions supervised. Recommends and justifies requests for additional personnel if needed.
  • Participates in recruitment and selection activities for Dispatcher positions. This involves developing selection criteria and interview questions, participating in interviews, reference and background checks, and making hiring recommendations to the 911 Director and Assistant Director of Operations.
  • Establishes objective, measurable, and observable performance standards for Dispatcher positions. Monitors and manages the performance of all positions directly supervised and complete performance appraisals. Makes recommendations and monitors personnel corrective action plan including discipline and termination as appropriate. Ensures all subordinates comply with County and departmental personnel rules, regulations, and policies.
  • Participates in training programs for subordinates.

Other Duties as Assigned

  • Performs a variety of other duties as assigned by Director and/or Assistant Director. This includes coordinating special projects, providing backup for other 9-1-1 staff, and attending continuing education and training. If the County Commission proclaims a local emergency due to an actual or threatening disaster such as an earthquake, fire, riot, flood, etc., County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.

QUALIFICATIONS

The position requires knowledge of standardized emergency and non-emergency dispatch rules, procedures, and operations, and supervisory principles and practices. The position requires the ability to speak English clearly verbally; communicate at a rapid speech rate under stressful, confused and/or hectic circumstances; record names and numbers rapidly and accurately and to quickly recall details and essential information; consistently think clearly and respond quickly in a wide variety of emergency situations, connecting events otherwise potentially unrelated, received from multiple sources and relaying information to recipients in need of the information; to work as a team member; and to establish and maintain good working relationships. This position also requires a strong working knowledge of CAD and a basic understanding of all programs, including radios, paging and staff development.

EDUCATION & EXPERIENCE

The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to graduation from high school, plus three (3) years dispatch experience, including completion of extensive dispatch training at the Law Enforcement Academy, plus additional training courses in domestic violence, emergency medical dispatch, and radio operation. Supervisory experience is preferred. IAED Emergency Medical Dispatch certification is required, and training will be provided upon completion of training.

SUPPLEMENTAL INFORMATION

The position provides supervision to the Communication Officers. This involves assigning and reviewing work, providing training and technical assistance, establishing performance standards, completing performance appraisals, and participating in the recruitment and selection process.
