Job Summary

Under general guidance from the Human Resources Manager, provides high-level professional support, advice, analysis, consultation, and planning for academic and staff personnel at the Coastal Marine Sciences Institute. Additionally, this position will provide administrative support to the Institute of the Environment, which includes the Center for Watershed Sciences, Center for Health and the Environment, and the Natural Reserve System. This position will counsel unit directors, managers and employees on sensitive issues and provide advice and interpretation on human resource and payroll policies, procedures and internal protocols for both academic and staff personnel management. Ensure policy compliance and consistency with interpretation and application of UC policy/procedures, academic affairs, collective bargaining agreements and state and federal laws." Acts on behalf of Human Resource Manager in all areas of human resource management in her absence. Work in academic research environment to achieve shared goals. Assists with special projects and campus HR initiatives to support the units needs.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

• Bachelor's degree in related area and / or equivalent experience / training
• Minimum of five years progressive experience applying the principles and practices of human resource management and organizational development in a research unit.
• Experience working with academic affairs issues in an educational institution including the recruitment, appointment, and merit/promotion, retention, leave of absence, and salary administration policies and procedures. Coordinating academic personnel actions, for a variety of faculty and academic staff; Experience using campus payroll/personnel systems, including UC Path, MyInfoVault system, RECRUIT, APHID, Job Builder, and the Step Plus System.
• Experience interpreting and applying academic and staff personnel policies and procedures, regulations, and collective bargaining agreements, and MLAs in a university setting; Experience working with human resource sensitive data, to discern level of confidentiality and keep appropriate information confidential.
• Experience using organizational and time management skills to establishing workload priorities and goals to coordinate projects and tasks with competing deadlines.
• Analytical and critical thinking skills to research and evaluate complex information and/or situations in an objective manner, forecast impact of potential action, and develop logical conclusions and recommend solutions or take actions.
• Organizational and problem-solving skills to manage problems in an objective manner and derive logical conclusions to provide a sound basis for establishing priorities, selecting appropriate courses of action for pursuit or recommendation to others, and meeting deadlines; Interpersonal and communication skills to communicate in person and on the telephone; to handle sensitive or difficult situations diplomatically; and to interact with individuals from diverse cultural and professional backgrounds; Skills to read, understand, and apply federal/state /University relations and policies.

Preferred Qualifications

• Experience with UC Davis policies and procedures and collective bargaining contracts for academic, staff and student appointments. Knowledge of Schools, Colleges and University administrative offices, administrative staff contacts, and policies and procedures.
• Experience preparing position descriptions, conducting recruitment plans, designing and conducting interview and selection processes in a University setting.
• Experience with UC Research unit's programmatic and academic units to contribute to the cluster's overall evaluation of academic reviews.
• Analytical experience and skills to review established policies and procedures, data, and situations for conformance with established guidelines.
• Computer knowledge and skills to utilize various programs and software for word-processing, spreadsheets, accounting database management programs such as Microsoft Word; Microsoft Excel, and Microsoft Outlook.
• Interpersonal, oral and written communication skills to interact professionally and effectively in person, on the phone, online, and via email, with a diverse group of staff, students and clientele in a collaborative team environment.

Department Overview

The UC Davis Institute of the Environment and the Coastal Marine Sciences Institute are designated Organized Research Units (ORUs) reporting to the Office of Research. The Office of Research (OR) serves as the catalyst for advancing the research mission at UC Davis. Currently, OR oversees 7 ORUs, 13 Special Research Programs 4 IMPACT Centers, and central facilities with over 1,100 employees and annual expenditure and recharge income in excess of $210 Million. There are several research centers under the Institute umbrella including the Center for Watershed Sciences, Center for the Health & the Environment, the Natural Reserve System. The Coastal and Marine Sciences Institute also includes the Bodega Bay Marine Lab and several other research programs and initiatives.

The Institute Administrative Services team provides support to the research centers and programs under the Administrative Services umbrella with total expenditures exceeding $45M+ annually. The Institute is a large and complex ORU with 340+ affiliated faculty, professional researchers, adjunct professors, academic and staff support personnel. The ORUs occupy more than 100,000 square feet of regular academic and administrative offices, laboratories, field buildings, and other special facilities in more than 3 dozen buildings and off-site facilities.

Work Environment

UC Davis is a smoke and tobacco free campus effective January 1, 2014.
