With this in mind, we seek to hire an Academic Personnel (AP) Analyst to assist in the planning, development, and implementation of academic functions for the School of Education (SOE) and the School of Public Policy (SPP). This position works in direct collaboration with the Deans, Associate Deans and Search Chairs on the coordination of academic recruitments, including arranging interviews, serving on search committees as needed, coordination of campus visits, etc. The AP Analyst is independently responsible for academic appointment and reappointment files, academic review (merit and promotion) files for non-senate appointees (primary support) and senate appointees (backup support), and appointment/reappointment letters for academic employees. This position supports the School's operations at both the control unit level as the Dean's Office Analyst and the academic department level as the Department Analyst. The AP Analyst interprets and applies policies and regulations involved in all academic personnel recruitment, appointment, and advancement matters. The incumbent must possess the ability to analyze and maintain fluency in the Academic Personnel Manual (APM), The CALL, The Non-Senate CALL, Academic Hiring Toolkit, University Policy and Procedures Manual, various union contracts and various directives issued. This position is eligible for hybrid work. The full salary range for the Academic Personnel Analyst is $75,900 - $137,300 annually. However, the expected pay scale for this position is up to $83,000 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. Federal, state, or local government directives may impose additional requirements.\n \nFacilitates/manages the academic review processes, identifying issues relating to policy and compensation.Provides strategic advice and counsel to unit head by analyzing and interpreting system-wide and organization policies, collective bargaining agreements, academic personnel procedures and practices.Counsels Senate and non-Senate faculty and other academic staff concerning moderate to complex work-related problems.Coordinates the academic search process, including placement of ads, drafting of search plans, and conducting the initial screening of materials submitted.Analyzes and interprets guidelines and policies to provide advice and counsel to unit clients on issues such as compensation, work-eligibility (visa) matters such as H1-B processing or PR application, and benefits considerations.Analyzes merit and promotion cases for faculty.Manages the process associated with Recall, Professor of Graduate Division (PGD), and Endowed Chair appointments and reappointments. Assists faculty with submission of annual certification of Outside Professional Activities - APM 025. Provides guidance and policy interpretation as needed for Outside Professional Activities and Conflict of Commitment.Facilitates the annual call for faculty and non-senate awards. Coordinates the submission of new and revised IWC requests.\n \nRequires thorough knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.Ability to communicate effectively with diverse audiences.Exceptional attention to detail and an ability to follow through with instructions.Demonstrated experience with UCPath, HRMS, or other payroll/human resources systems.Experience working in an academic environment.Personal and/or professional experience and record of commitment to serving racially diverse communities.
