Job Summary

Under the general supervision of the director of financial services, this position serves as the senior general ledger accountant and will perform a variety complex accounting entries, analysis, and reconciliation; the incumbent is also responsible to develop and maintain a variety of complex financial reports. The incumbent will work independently to plan, coordinate, and conducts comprehensive fiscal reviews of general ledger accounts all in accordance with Generally Accepted Accounting Principles (GAAP); State Board for Community &Technical College (SBCTC) guidelines, the Office of Fiscal Management (OFM), applicable federal/state guidelines, and college policies and procedures.

Essential Functions

  • Perform accounting activities for the college consistent with the requirements of the Washington State Office of Financial Management, the federal government and the State Board for Community and Technical Colleges.
  • Interpret institutional, state and federal fiscal policies; monitor for compliance issues with all funds.
  • Review and recommend improvements to the colleges internal accounting policies, procedures, policy interpretation.
  • Reconcile general ledger accounts.
  • Ensure all AP, AR, Campus CE, and other FIN transactions are reconciled to general ledger and the bank statement.
  • Responsible for all monthly revenue and expense transfers: facilities labor, WEX fuel card, motor pool, postage, printing & supply, etc.
  • Research accounting transactions and prepare corrections and adjustments as appropriate.
  • Assist in monthly and year-end closing processes.
  • Monitor college endowments and perform yearly transfers.
  • Request monthly reimbursement for state allocations from the state treasurer's office (VPA request).
  • Submit monthly building and innovation fees to the state treasurer's office.
  • Analyze/reconcile a variety of complex data for financial reporting.
  • Serve as back up to accounts payable.
  • Reconcile bank statement and Local Government Investment Pool (LGIP) account.
  • Ensure all cashiering/student finance transactions are reconciled to the general ledger and bank statement.
  • Oversee all wire transactions on bank site.
  • Develop various of complex financial reports using data from ctcLink and other databases; analyze, summarize, and make recommendations based on the data.
  • Assist business office staff in data queries for reporting, such as IPEDS, variance dashboard, financial statements, etc.
  • Assist with financial statement preparation.
  • Monitor and track all use tax transactions, report to department of revenue monthly and journalize transactions in general ledger.
  • Work with grants accountant to prepare and send quarterly running start invoices to school districts.
  • Monitor unclaimed property, report to department or revenue yearly; journalize transactions in general ledger.

Qualifications

Minimum Qualifications:

  • A bachelor's degree which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting*.
  • One year of relevant professional experience.
  • Excellent written and oral communications skills.
  • Demonstrated understanding of internal controls and separation of duties.
  • Proficient with word processing and spreadsheet software (Microsoft Word and Excel preferred).
  • Or, if you do not meet one or more of qualifications listed above but have an applicable combination of education and experience which demonstrates the ability to perform the essential functions of the position.
  • Relevant work experience may substitute for degree but not credit hours.

Preferred Qualifications:

  • Experience with fund accounting.
  • Ability to manage multiple tasks and/or projects simultaneously and carry out assignments under pressure with short deadlines and/or frequent interruptions.
  • Experience working in a community college or other higher education environment.
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Experience with PeopleSoft.
  • Bilingual in Spanish and English.

Knowledge, Skills, & Abilities

  • Demonstrated ability to use exceptional communication and interpersonal skills demonstrating professionalism, empathy, diplomacy, discretion and integrity in interactions with diverse constituencies.
  • Knowledge of testing procedures and protocol, testing security and confidentiality.
  • High level of proficiency and accuracy in software packages including word processing, spreadsheets and database applications.
  • Experience with PeopleSoft and testing administration software preferred.
  • Quality: Accurate and thorough, prepare detailed reports, evaluate processes to identify ways to improve and promote quality.
  • Professionalism: Approach others in a tactful manner, react well under pressure, treat others with respect and consideration and follow through on commitments.
  • Ability to assess situations, exercise independent judgement, resolve issues and coordinate with IT support services when technical issues arise.

Terms of Employment:

The current vacancy in fiscal services is a full-time, overtime and benefit eligible position expected to begin as soon as possible.

The starting salary hiring range is $62,880 annually ($30.11 per hour) to $71,136 annually ($34.07 per hour) with periodic increases and earning potential to $84,528 annually ($40.48 per hour). Individual placement within the range is based on the candidates current experience, education, skills, and abilities related to the position. The list established by this recruitment will be used for this position only.

Work Schedule & Environment:

  • Work hours are generally 8 a.m. to 5 p.m., Monday through Friday (1 hour lunch); hours and days may change depending on the needs of the college.
  • Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records.
  • Regular and consistent attendance required.
