ABOUT THE POSITION

The County of Riversides Department of Behavioral Health, Fiscal Division, is seeking an Accountant I/II to join our team in Riverside.

Under general supervision, performs complex financial analysis and provides budget and grant management support. Responsibilities include monitoring budgets, reconciling payments, preparing financial reports, ensuring grant compliance, and completing a variety of complex financial assignments to support organizational operations and fiscal objectives.

The Accountant I is the first working level classification in the professional Accountant series and reports to a supervisory or manager level position. Incumbents may perform either accounting or auditing functions and are expected to have a broad knowledge of the principles and practices related to these functions in order to facilitate fiscal control and analysis, and to assume working level duties of limited difficulty.

The Accountant II is the fully qualified journey level classification in the professional Accountant series and reports to a supervisory or manager position. Incumbents perform the full range of assignments requiring a greater technical knowledge than those given to the Accountant I class. Incumbents may be assigned the responsibility for an accounting subdivision or for the accounting function of a County department or may be given auditing assignments of average difficulty. In addition, incumbents may supervise clerical or technical staff, and may mentor Accountant Trainees.

Desired Qualifications:

  • Bachelors degree from an accredited college or university in Accounting.
  • Proficiency in Microsoft Excel, including the use of formulas, pivot tables, and data analysis functions.
  • Experience performing accounting functions in a public sector or governmental agency environment.

EXAMPLES OF ESSENTIAL DUTIES

Accountant I:

  • Establish, review, revise, and maintain controls on fiscal record-keeping functions.
  • Examine and analyze fiscal record-keeping systems and procedures.
  • Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).
  • Prepare trial balances, reconciliations, work sheets, and schedules.
  • Prepare or assist in the preparation of a variety of accounting, statistical, and narrative reports.
  • Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls.
  • Prepare or assist in the preparation of recommendations for the installation of new or revised accounting cost systems, procedures, and records.

Accountant II:

MINIMUM QUALIFICATIONS

Accountant I:

OPTION I

Education: Graduation from an accredited college or university with a bachelors degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

OPTION II

Certification: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

OPTION III

Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.Experience: One year equivalent to the County of Riverside Accountant Trainee classification.

OPTION IV

Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of that study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.

  • EQUIVALENT TO ACCOUNTING TECHNICIAN refers to functioning primarily as a key assistant to a professional accountant or other management staff in a large organization; performing difficult and complex paraprofessional accounting work that required the use of a wide range and variety of basic accounting principles and procedures in the establishment and maintenance of an accounting system for a large organization; performing highly responsible and complex work in specialized/technical reviews; having final approval and control of complex and varied accounting records, accounts, or claims.
  • EQUIVALENT TO SUPERVISING ACCOUNTING TECHNICIAN refers to the planning, coordinating, and supervising of a large fiscal support unit in a large organization; performing a variety of program and administrative support duties for higher level positions, which may have included the research, analysis, and interpretation of complex legislation or codes, and the development of related financial program and/or operational changes.

ALL OPTIONS

Knowledge of: Accounting principles and practices; general business laws and budgeting methods.Ability to: Analyze data, define problem areas, and draw logical conclusions; understand and apply the principles, laws, and procedures involved in the accounting and auditing functions; examine and verify records; maintain records and prepare accounting, statistical, and narrative reports; establish and maintain effective working relationships; communicate effectively both orally and in writing.

BENEFIT PROGRAM: SEI

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:

Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period.

Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
