    The Budget and Finance Division is responsible for all fiscal, purchasing and budgetary matters of the N.C. Department of Agriculture and Consumer Services. This position manages the Accounts Payable section within the Budget & Finance Division, has two direct reports, 6 indirect reports, and reports to the Controller. This position is responsible for providing daily oversight and support to the Accounts Payable area, General Ledger

    We are seeking an experienced and detail-oriented Accounts Payable Manager to lead the Accounts Payable section within the Budget & Finance Division. This position has two direct reports and six indirect reports and plays a critical role in maintaining the accuracy and integrity of the agency’s financial data. The Accounts Payable Manager is responsible for daily oversight of accounts payable operations, ensuring compliance with State policies and procedures, and maintaining the General Ledger within the North Carolina Financial System (NCFS). This role also supports month-end close activities and collaborates closely with the Accounts Receivable Accountant III and the Controller.

    Provides daily leadership, guidance, and support to the Accounts Payable team. Maintains the General Ledger in NCFS to ensure data accuracy for all budget codes. Prepare, enter, review, and approve NCFS journal entries and intercompany transfers. Verify that the general ledger for all budget codes is balanced and make necessary adjustments. Assist the Controller in month-end close activities and help certify monthly financial data to the Office of the State Controller. Ensure compliance with applicable State fiscal and procurement policies. Identify opportunities to improve processes, accuracy, and workflow within Accounts Payable.

    This position is responsible for preparing all ACFR worksheets related to Accounts Payable, Fixed Assets, and the Annual Single Audit. This position provides back-up to the Accounting Specialist for Form Substitute W-9s, 1099s, P-Card reconciliation, and insurance. This position is responsible for NCFS and Bank of America Works system security for new employees and other duties as assigned. This position is responsible for maintaining the Fiscal Operations Manual and is a member of the EAGLE team that performs the EAGLE tasks related to Accounts Payable.

    Knowledge Skills and Abilities/Management Preferences

    Recruitment Range: $52,592 - $85,000

    • Working in-depth knowledge of generally accepted accounting principles and skills in applying this knowledge;
    • Intermediate knowledge of governmental accounting methods, procedures, and financial practices;
    • Ability to develop complex accounting worksheets and reports as well as create clear and concise written policies and procedures related to accounts payable.
    • Thorough knowledge of supervisory practices and skill in supervising others, including communication skills, ability to delegate and assign work, ability to deal effectively with difficult employees, ability to evaluate performance and to conduct investigations and participate in disciplinary actions.
    • At least 2 years of working experience in Accounts Payable and as a supervisor is preferred.

    Minimum Education and Experience

    Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports; or equivalent combination of education and experience.
