Job Description:
The City of Idaho Falls is accepting applications for an Accountant at either Level II or III depending on the candidate's experience. This position performs a variety of professional accounting and financial analysis, monthly reporting, reconciliations, adjustments, development of internal controls, and budget preparation. Position is responsible for maintaining efficient operations of the general ledger accounting system, by collecting and recording financial information and by providing internal and external support for audit and regulatory reporting.

Reports to the Finance Manager.

Supervises, trains, and evaluates Finance division personnel, as assigned
A Bachelor's Degree is required for this position.
Essential Functions:
Accountant Level II:
General Purpose
Assists the Controller and other finance staff in preparing annual budgets and the comprehensive annual financial report.
Assists the Controller and other finance staff in reviewing, developing, and auditing other departments for compliance to internal controls, financial, city, and personnel policies.
Reviews the application of accounting policies and procedures to ensure that appropriate controls are achieved, and that necessary financial information is being produced. May work with the Information Technology staff when requesting that certain programs be written to retrieve needed information. When working on such programs, determines data required, best format, and tests the accuracy and completeness of data produced from the program.
Works with City Controller in preparation of annual Audit and Annual Financial statements. This includes determining and making all Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) entries, reconciliations, documentation, supervision of inventory counts and adjustments, communication with the auditors, and implementation of viable audit recommendations. Works with auditors; pulls the documentation needed and verifies entries into the financial system; Assists other departments with problems; answers questions when needed.
Reviews and maintains a variety of financial records and prepares a variety of reports, assignments may include:
Fills in for other finance staff when needed.
Analyzes departmental financial problems and proposes solutions; recommends changes in financial management and procedures to keep pace with growing and changing local government.
Performs related duties as required.
Accountant Level III:
General Purpose
Review the application of accounting policies and procedures to ensure that appropriate controls are achieved and that necessary financial information is being produced.
Works collaboratively with the Finance Manager, Assistant Finance Manager and Municipal Services Director on the annual audit, budget and monthly financial reporting. Supports and ensures compliance with related city and utility policies, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards, and Uniform Guidance (2 CFR Part 200). Performs and reviews reconciliations, adjustments, and supporting documentation, inventory counts and adjustments, communication with the auditors, and implementation of viable audit recommendations.
Accurately reviews and maintains a variety of financial records and prepares reports, including, but not limited to:
Attends and participates in weekly staff meetings. Supports, as needed, in the creation and updating of various procedures, reports, and general information. Fills in for other finance division staff from time to time.
Performs related duties as required.

Education and Experience:
A. Graduation from an accredited four (4) year college or university with a Bachelor's degree in Accounting;
AND
B. Four (4) to five (5) years of governmental accounting and/or utility or enterprise accounting.
Working knowledge of principles and practices of municipal accounting; working knowledge of standard office procedures; working knowledge of accounting systems; working knowledge of Excel spreadsheet program; some knowledge of City fiscal management goals and objectives.
Ability to prepare complete and accurate reports and statements of a complex nature; ability to perform detailed work involving written or numerical data; ability to make mathematical calculations rapidly and accurately; ability to analyze accounting systems and procedures; ability to adapt to unique accounting problems where established procedures do not always apply; ability to communicate effectively, verbally and in writing; ability to develop effective working relationships with Department Heads, Supervisors, fellow employees, and the public
Accountant Level III
Minimum Qualifications
A. Graduation from an accredited four (4) year college or university with bachelor's degree in accounting;
AND
B. Five to Seven years of accounting, municipal government or audit experience.
C. Certification in financial related field is desirable, i.e. CPA, CMA, CFGM, CPFO
Considerable knowledge of principles and practices of municipal accounting considerable knowledge of auditing procedures and methodology; considerable knowledge of state and federal laws related to municipal financial management considerable knowledge of accounting, quality control, and analysis; considerable knowledge of City fiscal management goals and objectives; working knowledge of principles of supervision; Good interpersonal communication skills; considerable knowledge of governmental accounting .
Ability to analyze accounting problems and determine alternative solutions; ability to create and reconcile numerical data queries out of financial software platform; ability to prepare complete and accurate reports and statements of a complex nature; ability to perform detailed work involving written or numerical data; ability to make mathematical calculations rapidly and accurately; ability to analyze accounting systems and procedures; ability to adapt to unique accounting problems where established procedures do not always apply; ability to communicate effectively, verbally and in writing; ability to develop effective working relationships with department heads, supervisors, fellow employees, and the public.
Work Environment:
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required to perform essential job functions but may be accommodated. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Regular travel required in course of performing portions of job functions.
