NATURE OF WORK: The Accountant performs entry-level professional accounting work involving the review of source documents used for accounting, the maintenance of ledgers, registers, or other records of initial entry, the maintenance of control accounts, and the preparation of periodic and special financial reports. Work responsibilities may include: obtaining financial data and information; processing financial documents and related information; evaluating financial data and information; preparing financial documentation; and providing consultation and expert advice to management, employees or other groups. An accountant performs technical work in the maintenance of fiscal records applying professional accounting principles and methods. General supervision is received from Accounting Supervisor and/or Accounting Manager

WORK RESPONSIBILITIES:The following list of work responsibilities was developed through a job analysis; however, it is not exhaustive and other similar duties may be required and assigned.

Obtains financial data and information from all relevant sources in order to perform work tasks, establish a record or documentation for an account, and ensure that financial data is accurate and complete.

Processes financial data and related information to include compiling, coding, categorizing, calculating, and tabulating information or data using accounting, database, and spreadsheet software in order to perform entry-level professional accounting work.

Evaluates financial data and information against a set of standards and verifies that it is correct using invoices, purchase orders, vouchers, printouts, source documents, worksheets, and reports in order to conduct analysis, make recommendations, and ensure the accuracy of work.

Prepares financial documentation to include correspondence and reports using accounting software, database software, spreadsheet software, and word processing software in order to provide requested documentation and maintain accurate documentation for files.

Provides consultation and expert advice to management, employees, or other groups on technical, systems-related or process related topics in order to ensure that individuals have correct, up-to-date financial and accounting information and to ensure that tasks are performed correctly.

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of accounting principles and practices including financial statement preparation, debits and credits, revenues and expenses, and liabilities as needed to analyze and interpret complex accounting data.
               Knowledge of the principles and practices of governmental accounting to include financial reporting, general funds, special revenue funds, capital projects funds, fiduciary funds, and general fixed assets as needed to analyze and interpret complex accounting data.

Knowledge of purchasing and accounts payable procedures such as invoicing, procurement, and bidding processes as needed to analyze and interpret complex accounting data.
               Knowledge of payroll accounting including time and attendance and employee reimbursement as needed to analyze and interpret complex accounting data.
               Knowledge of the principles, practices and methods of property and equipment inventory control and management (fixed assets).
               Knowledge of auditing principles and practices including audit sampling, work papers, quality control, and reporting as needed to conduct periodic internal audits and prepare for and assist outside auditors during their evaluation of the agency.
               Knowledge of the application of data processing techniques to the maintenance of accounting records as needed to ensure that documentation is recorded and easily accessible.
               Knowledge of computer applications related to financial reporting such as database, spreadsheet, and word processing as needed to develop reports and correspondence and provide information.
               Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar as needed to communicate with individuals so that the individuals will understand the message presented.
               Knowledge of mathematics to include addition, subtraction, multiplication and division as needed to calculate percentages, fractions, decimals, averages, totals, and ratios.
               Ability to add, subtract, multiply or divide quickly and accurately as needed to make basic calculations, calculate decimals and percentages and compute discount, interest, and ratio and proportion.
               Ability to understand and organize a problem and then to select a mathematical method or formula to solve the problem as needed to prepare and interpret a variety of accounting statements and records and analyze and interpret complex accounting data.
               Ability to apply general rules to specific problems and to come up with logical answers as needed to examine and analyze financial records and prepare and interpret a variety of accounting statements and reports.
               Ability to listen to and understand information and ideas presented through spoken words and sentences as needed to follow instructions and gather the information needed to complete assignments.
               Ability to make sense of information that seems to be without meaning or organization as needed to review and interpret financial records.
               Ability to review, classify, categorize, prioritize, and/or analyze data as needed to examine and analyze financial records and prepare and interpret a variety of accounting statements and reports.
               Ability to establish and maintain cooperative working relationships with individuals to include vendors, employees, co-workers, and department directors as needed to coordinate financial administration.
               Ability to operate a personal computer as needed to maintain complex computerized accounting records.
               Ability to analyze complex problems and reports and reach sound conclusions as needed to audit financial accounts and find inconsistencies in financial data.
               Ability to conduct research and formulate substantive recommendations as needed to prepare reports.Ability to extract and summarize information from laws, ordinances, correspondence, etc. as needed to understand assignments and changes in policy and perform new procedures.
               Ability to include the proper amount of detail in documentation as needed to ensure that all necessary information is provided to reader.
               Ability to interpret and explain narrative information such as state and federal laws, rules and regulations, contractual agreements, legal documents, and departmental policy and procedure as needed to research accounting issues, explain information to others, and gain an understanding of procedures and laws.
               Ability to manage time and resources to include setting priorities for daily work, maintaining a calendar, and projecting required resources as needed to meet critical deadlines and handle multiple tasks and projects.
               Ability to analyze and interpret financial information as needed to establish, monitor, and maintain financial accounts and transactions.
               Ability to trace and identify transactions in financial records as needed to find errors or discrepancies.
               Ability to verbally present information using appropriate tone, delivery style, volume, pace, and non-verbal gestures as needed to ensure the listener’s attention and understanding.
               Ability to perform difficult and complex accounting functions to include applying accounting principles and performing automated accounting transactions as needed to establish, monitor, and maintain accounts.
               Ability to deliver negative information in a sensitive and understanding manner as needed to explain and resolve errors and problems.
               Ability to demonstrate appropriate patience and tact when dealing with confused and/or defensive individuals as needed to provide information or direction to individuals.

MINIMUM QUALIFICATIONS Graduation from a four-year college or university with a degree in accounting and one year of accounting or auditing experience in the public or private sector.

NOTE: Qualifying education, training and experience that provide the requisite knowledge, skills and abilities to perform the job will be considered.
