Job Description and Duties

State Fund's Treasury Department is seeking a strategic finance professional to lead our Treasury Unit. As a Treasury Manager (Accounting Administrator I, Supervisor), you will play a critical role in safeguarding our financial assets, managing liquidity, and driving sound financial stewardship to support our ongoing mission.

Role Overview:

Oversee the department's essential treasury functions, ensuring working capital is optimized and funds are readily available for operational needs, including trade settlements, claims payments, and payroll. This role requires high-level strategic planning with hands-on management of daily financial operations.

Key Responsibilities:

  • Banking Operations: Manage day-to-day cash positions, movements, and maintain strong relationships with banking partners
  • Strategic Liquidity Management: Direct cash flow forecasting and liquidity planning to ensure all organizational obligations and investment initiatives are met
  • Investment Optimization: Maximize investment interest earnings through prudent cash management and strategic short-term investment oversight
  • Financial Reporting & Analysis: Provide performance reports and variance analysis to the Treasury and Investment Committee
  • Audit Collaboration: Collaborate with internal and external auditors, including the California Department of Insurance (CDI) to ensure transparency and timely delivery of information
  • Compliance & Control: Perform internal reviews of journal entries and reconciliations, while ensuring all activities meet policy guidelines

Special Requirements

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.
