Position Title: Accounting & Contract Compliance Manager

Department: Administrative

Report to: Sr. Director of Finance & Operations

Salary Range: $80,000 - $95,000 per year

Location: Residential Facility

Type: Full Time, Exempt

Position Summary

The Accounting & Contract Compliance Manager works onsite at the Residential Facility and is a key member of our finance team, responsible for ensuring fiscal accountability across all contracts and grants while maintaining accurate and timely financial records. This dual-function role supports both funder compliance and core accounting activities and plays a vital role in audit readiness, internal controls, and financial reporting.

Essential Functions

Contract Accounting & Grant Compliance

  • Track and monitor spending on federal, state, and local contracts (e.g., SAMHSA, HOPWA, Ryan White, DHCS, County of San Diego)

  • Ensure costs are allowable, allocable, and reasonable in compliance with funder regulations

  • Maintain documentation for grant reporting and reimbursement requests

  • Collaborate with program managers to align spending with budgets

  • Assist with the preparation and timely financial reports to funders and leadership

  • Ensure organization is following federal, state, and local contract employee training requirements including working with staff to obtain necessary training/certifications

  • Assist in timely and accurate filing of monthly, quarterly, and annual programmatic reports to funders and regulators

  • Collaborate with auditors for workers’ compensation, payroll, as well as In-Depth Invoice Reviews and site visits

  • Assist in preparation of monthly and quarterly financial statements

  • Support annual independent audit and federal Single Audit (2 CFR Part 200)

  • Assist in overseeing overall grant management and success, contract execution, and budget and contract amendments

Internal Controls & Process Improvement

  • Assist with policies and procedures remain current with changing government and funding regulations

  • Help develop and enforce accounting policies and procedures

  • Monitor internal controls and recommend enhancements

  • Manage agency-wide information technology, including working with the contracted Managed Services IT vendor as well as maintaining employee training platforms (RELIAS and Paylocity)

  • Assist with payroll journal entries and cost allocations

Operational Support

  • Assist with preparation, tracking, and submission of expense reports, reimbursement requests, and related supporting documentation

  • Supports leadership with document preparation, meeting materials, and other administrative tasks to advance departmental and organizational priorities

  • Maintain organized records, files and administrative systems related to operational, bill, and leadership support functions

Minimum Qualifications

  • Bachelor’s degree in Accounting, Finance, or related field

  • Minimum 3–5 years of nonprofit accounting experience

  • Familiarity with federal grant compliance (2 CFR Part 200, OMB Uniform Guidance)

  • Strong knowledge of GAAP

  • Experience with accounting software (e.g., NetSuite, MIP, or similar)

  • Advanced Excel skills (pivot tables, vlookup, etc.)

  • Excellent attention to detail and organizational skills

  • Current CPR/First Aid Certification (or within 90 days of hire)

  • Strong interpersonal and communication skills, with the ability to instruct and guide trainees of varying skill levels

  • Successful completion of a criminal background check

    Environmental Factors and Conditions/ Physical Requirements

    • Work primarily in a climate controlled environment with minimal safety/health hazard potential

    • Office environment, exposure to computer screens for lengthy periods of time

    • May require occasional evening and weekend work

    • This position may occasionally lift and/or move more than 25 pounds
