Duties

Help

  • Provides financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures.
  • Provides both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager.
  • Serves as a professional accountant administering accounting systems.
  • As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division.
  • Performs other duties as assigned.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.
  • Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Qualifications

IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor.? Failure to do so may result in termination.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing

AND

GENERAL EXPERIENCE:

  • Skill in collecting and analyzing data effectively, efficiently, and accurately;
  • Skill in applying procedures and directives by reading and interpreting program material;
  • Skill in presenting formal training presentations and briefings;
  • Ability to prepare reports and presentation formats.

AND

SPECIALIZED EXPERIENCE:

Experience, knowledge, or training with application of professional accounting principles, analysis, theories, concepts, and practices to unique situations. This includes the ability to employ accounting policies/standards in the resolution of unprecedented problems and/or situations. Ability to use non-conventional methodologies. Experience or knowledge designing, adapting, or installing of automated accounting and understanding of characteristics and capabilities of accounting software. Experience or knowledge analyzing accounting systems or modify and adapt conventional accounting and analytical techniques to resolve a variety of accounting problems A candidate must have a comprehensive understanding of the principles and concepts of the accounting business program requirements. A candidate must have accounting or audit experiences and training that demonstrates his or her abilities to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures. Experience in managing the function of the work to be performed. Must have at least 12 months of equivalent specialized experience to the next lower grade level.

Education

To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.

You may combine education with specialized experience to meet the length of experience requirement for GS-12 . Such education must demonstrate the knowledge, skills, and abilities necessary to do the line of work.

For the GS-12 level: To qualify on education alone applicant must have one of the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-12 level. Basic requirement and general experience must be met as well to qualify for this position.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.

Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
