Job Description

DEFINITION:

Coordinates and supervises the day-to-day activities of Finance Department personnel, and insures a high level of accuracy in preparation of financial documents in accordance with City, State and Federal laws and generally accepted accounting principles.

ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)

  1. Directly supervise, train, and evaluate the 5 employees in the Finance Department. Oversee daily workflows, performance reviews, and cross-training initiatives.
  2. Supervise municipal billing processes, directly overseeing the accuracy of Water and Sewer Billing and Collections, as well as Property Tax Billing and Collections and Miscellaneous Revenues.
  3. Oversee accounts payable (A/P), payroll, and procurement card (PCard) processes.
  4. Prepare and post journal entries.
  5. Reviews and updates financial procedures and policies ensuring they are within City guidelines and acceptable management practices.
  6. Assists with the development of the annual operating budget.
  7. Assist in the preparation of the city's annual financial audit.
  8. Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

            Knowledge, Skills and abilities:

  • Ability to operate a personal computer in a Windows operating environment, including functionality in Microsoft Word and Excel
  • Ability to read, analyze, and interpret general financial information, technical procedures, and governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers and the general public
  • Ability to work with mathematical concepts such as probability and statistical inference
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to interpret an extensive variety of technical instructions
  • Working knowledge of all facets of City financial management, governmental accounting principles, and practices
  • Ability to communicate orally and in writing
  • Ability to establish and maintain effective working relationships with staff
  • Ability to function as a member of a team
  • While performing the duties of this job, the employee is regularly required to sit, use hands to type, handle, tools, or controls; and communicate orally and in writing. The employee is frequently required to reach with their hands and arms. The employee is occasionally required to stand and walk
  • The employee must occasionally lift and/or move up to ten (10) pounds
  • Ability to lead and manage people

    Education and Experience:

  • Bachelor’s Degree from an accredited college or university in accounting, finance, or related field.
  •  3-5 years of progressive professional accounting experience.
  • 1-2  years of direct supervisor or team leadership experience.
