Position Information/Definition

Under general supervision provides technical, financial, statistical and other analytical support; performs research and special project management; supervises sensitive, confidential specialized record maintenance; oversees and ensures legal compliance and budgetary expenditures; supervises staff; and may fulfill other assignments in functional areas such as supervising various other administrative, accounting or technical functions. The incumbent may be required to assist in public activities or meetings, and coordinate with other service areas, agencies, committees, boards, and commissions.

This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments.

DISTINGUISHING CHARACTERISTICS

This is a journey level class, fully competent to perform a variety of responsible fiscal, accounting and financial record keeping support duties.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from Financial Customer Service Supervisor. May, on assignment, provide supervision of Account Clerk staff.

Essential Functions - Include But Are Not Limited To The Following:

  • Process business license and permit applications, including identifying the request type, reviewing application, computation of fees and issuance of license or permit. Research inquiries and process discrepancies to resolution.
  • Assist in other responsible accounting functions such as payroll, utility billing and general record keeping.
  • Maintain computerized record keeping of completed and issued business licenses, permits, and payroll as assigned.
  • Process various record updating and maintenance activities, including mailing notices and receiving payments and documents.
  • Research and verify accuracy of records/documents related to job assignments. May require verification through inspection or other public documents.
  • May coordinate the issuing of licenses/permits with appropriate agencies, City offices and enforcement organizations.
  • Compose official correspondence and other public information documents for the department.
  • As assigned, supervise, evaluate and train account clerical staff.
  • Provide information in person or by telephone when judgement, common knowledge and interpretation of departmental and City policies and regulations are necessary; provide customer and public assistance.
  • Perform related duties as assigned.

Qualifications:

Knowledge of:

  • Principles and practices of bookkeeping.
  • Modern office practices, procedures, methods and equipment.
  • Computer systems and applications

Ability to:

  • Understand and interpret the policies and procedures related to area of assignment.
  • Work on several assignments at one time.
  • Perform complex accounting clerical research.
  • Learn municipal, state and county codes.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective work relationships with those contacted in the course of work.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of progressively responsible technical clerical, accounting, or business experience with an emphasis on communication and public contact of which one must be at the advanced journey level. Supervisory experience preferred.

Training:

Equivalent to an Associate of Arts Degree (approximately 60 semester units) in Accounting, Business Administration or related field.

Licenses:

Possession of a valid California Drivers License at time of appointment, to be maintained as a condition of employment.

Additional Information

Physical Conditions:

Maintain the following physical abilities: see well enough to view and work with computer screen for extended periods, read fine print; hear well enough to converse on the telephone in assisting the public with emergency and non-emergency situations; use of hands and fingers for use of answering telephones, computer keyboard, writing and filing.

An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees are required to serve a twelve (12) month probationary period.

  1. Applications will be reviewed for possession of the minimum job requirements. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of relevant experience will be invited to compete in the testing process.

  2. Candidates invited to compete in the testing process may be required to take a written examination, which is based on a pass/ fail basis. In the event that a large number of candidates pass the written examination, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next test phase of the testing process, an oral examination. The oral exam is tentatively scheduled for the week of October 13, 2026.

  3. Candidates who participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list is based solely on the results of the oral exam.

  4. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.

  5. Top candidates from the eligibility list will be referred to the Finance Director for final appointment consideration.

  6. Final appointment will be contingent upon passing the following: reference review, a drug screening and fingerprinting.

VETERANS PREFERENCE SYSTEM

The City of Turlock has adopted a veterans preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form.A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG SCREENING

BENEFITS

Holidays: Eleven (11) paid holidays and three (3) floating holidays.

Sick Leave: Accrual of one day (eight (8) hours) for each month worked.

Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the Citys 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment.qualifying employment.

Deferred Compensation: The City will match employees contribution up to one half of one percent (0.5%) of the employees base salary for each pay period in which employee

contributes to the program.

Retiree Health Savings (RHS) Vantage Care: Two (2) percent of the employees base payroll will be deposited in each individuals RHS Vantage Care account.

Health: The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents.

Continuous Service Pay:

Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary.

Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary.

Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary.

Benefits include:

  • Enrollment in California Public Employees Retirement Systems (CalPERS) under either the 2.7% at 55 for "Classic" employees, or 2% at 62 for new employees hired on or after January 1, 2013 under "PEPRA", as defined by AB 340.
  • "Classic" employees will pay the employees 8% PERS contribution and 1%
