Job Description

Salary Range: $73,160 - $95,000

Serve as a trusted advisor delivering high-impact technical, financial, and analytical intelligence directly to the F/A-18 & EA-18G Integrated Product Team (IPT) Chief Financial Officer (CFO) and Contracting Officer's Representative (COR). In this mission-critical role, you will bridge data analytics, defense procurement strategy, and program cost control to directly support decisions that sustain and advance frontline naval aviation readiness. This position provides an exceptional platform for an accomplished analyst to translate complex acquisition data into decisive operational and fiscal strategies across major defense acquisition programs.

Essential Job Functions:

Frame and resolve complex acquisition challenges uncovering supply chain bottlenecks, pinpointing cost drivers, and identifying schedule risks by deploying targeted data-mining strategies that extract high-value, lifecycle-focused insights to directly inform leadership decisions.

Cleanse, standardize, and synthesize disparate data streams across defense acquisition and financial enterprise systems, reconciling complex technical and cost datasets to establish unified, reliable, and auditable baselines.

Build and optimize sophisticated cost projection models and schedule risk evaluations, managing configuration updates and data integrity for Independent Government Cost Estimate (IGCE) tools to forecast future program commitments accurately.

Transform raw programmatic data, milestone track records, and cost-growth metrics into clean, executive-ready dashboards and visual presentations that empower non-technical stakeholders to rapidly interpret business-case dynamics for medium-to-large contract packages.

Manage end-to-end Government Furnished Property (GFP) contract actions with precision, leveraging the Procurement Integrated Enterprise Environment (PIEE) and DoD regulatory frameworks to maintain strict accountability, compliance, and on-time technical milestone execution.

Partner with the COR during the formal Technical Evaluation Phase of contract actions, evaluating vendor proposals and contributing objective, data-backed technical findings.

Conduct deep-dive surveillance on task order and contract ceilings, funding obligations, and burn rates, delivering proactive recommendations that safeguard program solvency and enforce rigorous cost control.

Assess contract vehicle options, actively contribute to Procurement Planning Conferences (PPC), execute comprehensive market research, and advise technical leads on modern, strategic acquisition planning.

Synthesize historical procurement data and emerging operational requirements to draft, structure, and optimize comprehensive, audit-ready contract and task order packages.

Track and synchronize technical contract actions across cross-functional teams, maintaining real-time accuracy in the Program Management Tool (PMT) to ensure seamless stakeholder coordination.

Job Requirements:

U.S. Citizenship is required due to the sensitivity of customer requirements.

Bachelor’s degree with a minimum of 5 years (or a High School diploma with 13 years) of Program Cost Control Analysis, Defense Finance, or Acquisition Analytics experience.

Candidates must be able to obtain and maintain a Secret security clearance.

Deep understanding of defense procurement lifecycles, milestone tracking, and DoD budget constraints, coupled with proven U.S. Government support experience.

Previous experience in financial management and analysis reporting for Support Service Programs, with a heavy emphasis on program cost control.

Demonstrated advanced proficiency with the Microsoft Office suite (Word, PowerPoint, and advanced Excel).

Demonstrated ability to think critically and work independently. Strong problem-framing skills, quantitative analytical capabilities, and excellent written and verbal communication skills.

Desired Skills:

Previous experience with Independent Government Cost Estimate (IGCE) development and tool configuration.

Ability to leverage contracting fundamentals and funding policies for financial analysis.

Experience identifying, assessing, and mitigating programmatic and financial risks.

Experience utilizing Earned Value Management (EVM) to track cost and schedule performance.
