We are looking to bring on an integral team member to provide support for an existing project. You will function as a Senior Program and Management Analyst for a federal agency.  Please note this is a remote position, and you must be in the contiguous United States available to travel to DC and other locations on occasion/as needed.

Role DescriptionThe Senior Program and Management Analyst will provide strategic, analytical, and operational support to the U.S. Department of Health and Human Services Procurement Management Review and Special Review program. The analyst will help sustain and improve a mature, repeatable, risk-informed oversight framework that evaluates acquisition practices, internal controls, compliance, program performance, corrective actions, and enterprise improvement opportunities.

This role combines senior program analysis with practical acquisition knowledge. The analyst will coordinate reviews, structure management information, analyze evidence and trends, draft decision-ready products, maintain performance and corrective-action tools, support modernization, and transfer knowledge to Government personnel. Government reviewers and authorized officials retain responsibility for substantive acquisition, compliance, policy, and enforcement determinations.

Key Responsibilities

• Support planning, execution, reporting, and follow-up for Procurement Management Reviews and Special Reviews, including concurrent reviews with competing schedules, limited reviewer availability, and shifting leadership priorities.
• Develop and maintain integrated review schedules, milestones, resource plans, workload forecasts, dependencies, decision points, risks, issues, action items, and recovery plans across the PMR portfolio.
• Translate Government-defined review objectives, risk inputs, internal-control considerations, and acquisition priorities into organized planning packages, schedules, review tools, and management controls for Government approval.
• Coordinate Government reviewers, reviewed organizations, leadership, acquisition stakeholders, and contractor personnel throughout planning, fieldwork, reporting, corrective-action monitoring, and closeout.
• Prepare stakeholder maps, communication protocols, kickoff materials, agendas, data calls, status briefings, meeting records, executive summaries, decision papers, and escalation packages.
• Capture and organize Government reviewer input and maintain traceability among review criteria, requested evidence, source documents, reviewer observations, Government conclusions, findings, recommendations, corrective actions, and closure evidence.
• Draft and edit review products, including planning documents, observations, findings, root-cause narratives, risk statements, recommendations, draft and final PMR reports, leadership briefings, and remediation summaries for Government review.
• Apply federal acquisition knowledge to help identify potential regulatory, policy, internal-control, file-documentation, competition, planning, administration, and post-award issues for disposition by Government reviewers.
• Support risk-based prioritization of review focus areas and clearly document risk exposure, internal-control implications, mitigation considerations, assumptions, limitations, and matters requiring Government judgment.
• Maintain a centralized corrective-action record containing finding references, responsible organizations, action owners, due dates, status, supporting evidence, residual risk, dependencies, decisions, and closure documentation.
• Analyze overdue actions, weak closure evidence, repeat findings, ineffective corrective actions, recurring deficiencies, systemic acquisition risks, and cross-organization trends; develop actionable insights for leadership consideration.
• Develop and maintain performance measures, targets, definitions, calculations, data sources, reporting frequencies, baselines, thresholds, and evidence for the Performance Objective Outcome Matrix and related program-health reporting.
• Update the Outcome Matrix as a living management tool, including actual results, current status, risks, Government dependencies, recovery actions, owners, due dates, and decisions needed; support monthly and event-driven reviews.
• Use Government-approved tools to produce status views, dashboards, indicators, aging analyses, trend summaries, recurring-theme analyses, workload forecasts, and concise executive insights.
• Support practical modernization of PMR workflows, including standardized intake, structured data collection, validation, aggregation, status tracking, dashboarding, automation, and appropriate human-governed use of emerging technologies.
• Define and execute data-quality, access-control, validation, version-control, and human-review procedures so automation improves efficiency without replacing Government reviewer judgment.
• Perform documented quality reviews of contractor-generated schedules, trackers, findings, reports, briefings, analytical products, and executive materials for accuracy, consistency, evidence support, methodology conformance, and usability.
• Lead lessons-learned activities and maintain approved methodologies, standard operating procedures, templates, job aids, reviewer onboarding materials, training resources, change logs, and knowledge repositories.
• Support phased knowledge transfer and Government capability development so agency can assume greater PMR responsibilities without disrupting active reviews or losing institutional knowledge.
• Provide senior-level advice on program governance, operating models, process improvement, workload management, quality controls, performance risks, continuity, and transition planning.
• Promptly elevate material schedule, performance, compliance, data-quality, corrective-action, or stakeholder risks and recommend practical mitigation or recovery actions within the contractor's authority.
• Protect sensitive acquisition and organizational information and comply with applicable federal security, privacy, records-management, accessibility, and system-access requirements.

• Required Qualifications

  • At least 10 years of progressively responsible experience in program management, management and program analysis, acquisition management, acquisition oversight, internal controls, compliance reviews, federal consulting, or a closely related field.
  •  Bachelor's degree in business, public administration, acquisition management, finance, accounting, management, or a related discipline; an advanced degree is preferred.
  • Demonstrated experience supporting complex federal programs involving multiple workstreams, senior stakeholders, formal deliverables, performance measures, risks, dependencies, and changing priorities.
  • Substantive acquisition background, including working knowledge of the Federal Acquisition Regulation, acquisition planning, competition, contract formation, contract administration, file documentation, internal controls, and post-award oversight concepts.
  • Experience planning or supporting assessments, program reviews, compliance reviews, internal-control reviews, audits, procurement management reviews, special reviews, or comparable oversight activities.
  • Experience developing or reviewing executive reports, findings, risk statements, recommendations, corrective actions, briefing materials, decision papers, performance reports, and senior-leadership presentations.
  • Demonstrated ability to analyze qualitative and quantitative information, identify recurring themes and root causes, assess program or operational risk, and convert evidence into concise management insights.
  • Experience maintaining integrated schedules, risk and issue logs, corrective-action trackers, performance matrices, dashboards, workload forecasts, decision logs, and other program-management controls.
  • Knowledge of quality-assurance methods, evidence traceability, data validation, version control, methodology conformance, and documentation standards for high-visibility Government products.
  • Strong facilitation, stakeholder-management, consultation, writing, editing, presentation, and executive-communication skills.
  • Ability to lead work independently, exercise sound judgment, manage ambiguity, and coordinate across Government and contractor teams without exceeding the contractor's role.
  • Advanced proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint, including structured trackers, collaborative workflows, management reporting, and presentation-ready analysis.
  • Ability to satisfy all applicable federal suitability, onboarding, confidentiality, information-security, records, accessibility, and information-handling requirements.

  Preferred Experience and Qualifications

• Direct experience supporting an agency or other federal acquisition organization, Head of Contracting Activity, procurement policy office, acquisition oversight function, or enterprise contracting program.
• Experience with OMB Circular A-123, federal internal-control concepts, risk management, corrective-action governance, or acquisition compliance frameworks.
• Federal acquisition certification or comparable credential, such as FAC-C Professional, former FAC-C or DAWIA certification, Certified Federal Contracts Manager, Project Management Professional, or Certified Government Financial Manager.
• Experience designing or improving PMR workflows, review methodologies, dashboards, knowledge-management repositories, SharePoint solutions, Power BI reporting, or controlled automation.
• Experience training or onboarding reviewers, creating acquisition job aids and templates, facilitating lessons learned, and transitioning responsibilities to Government personnel.
• Experience applying data analytics or human-in-the-loop AI to acquisition, oversight, risk, or compliance information in a controlled federal environment.
