Position Description

Position Overview:

The ADA Manager is responsible for planning, implementing, and overseeing accessibility initiatives that ensure equitable access to voting for all Harris County voters. This position supervises ADA Accessibility Associates and temporary election personnel, manages accessibility resources and inventory, oversees accessibility compliance programs, coordinates vendor services, and serves as a key resource during election operations.

Duties and Responsibilities:

  • Develops, administers, and implements programs and operational requirements to ensure compliance with applicable county, state, and federal laws, including accessibility standards.
  • Maintains accurate and up-to-date inventory records for ADA accessibility resources, equipment, supplies, and materials.
  • Establishes project timelines and oversees the timely delivery of work products, reports, guidance documents, best practices, and other program documentation to support internal stakeholders.
  • Directs quality assurance and quality control processes, including the review of accessibility checklists and verification of temporary remediation measures.
  • Collaborates with subject matter experts, consultants, vendors, and other stakeholders to support accessibility initiatives and ensure project success.
  • Serves as the project lead for outsourced accessibility-related election projects, coordinating deliverables, monitoring progress, and ensuring compliance with established standards.
  • Develops, coordinates, and delivers required accessibility training programs, including the planning and facilitation of surveyor training.
  • Provides real-time oversight and resolution of ADA accessibility issues and concerns throughout the election period to ensure compliance and uninterrupted voter access.

Requirements

Must meet all eligibility requirements to register to vote in the State of Texas.

Education and Experience:

  • Associates degree or sixty (60+) college credit hours from an accredited institution required;

  • however, this requirement may be waived for candidates possessing five (5) or more years of progressively responsible experience in ADA compliance, accessibility programs, election accessibility, disability services, or a closely related field.

  • One (1) to two (2) years of experience in accessibility services, compliance, program administration, election administration, logistics, operations, inventory management, or a related field.

  • Comprehensive knowledge of the Americans with Disabilities Act (ADA), ADA Accessibility Guidelines (ADAAG), and accessibility standards applicable to public facilities and election administration.

  • One (1) to two (2) years of experience leading, supervising, or coordinating staff, teams, volunteers, or temporary personnel.

  • Experience maintaining inventory records, asset tracking systems, warehouse inventory controls, or equipment management programs.

Knowledge, Skills and Abilities:

  • Comprehensive knowledge of the Americans with Disabilities Act (ADA) and accessibility compliance requirements.
  • Ability to interpret and apply federal, state, and local laws, regulations, policies, and procedures related to accessibility and elections.
  • Strong leadership skills with the ability to supervise, train, motivate, and evaluate full-time, temporary, and seasonal personnel.
  • Experience managing projects involving multiple stakeholders and deadlines.
  • Experience maintaining inventory records, asset tracking systems, or warehouse inventory controls.
  • Strong organizational, analytical, and problem-solving skills.
  • Exceptional attention to detail and ability to maintain accurate records, reports, compliance documentation, and audit trails.
  • Proficient in Microsoft Office Suite, including Excel, Word, and PowerPoint.
  • Ability to communicate effectively with leadership, staff, vendors, and members of the public.
  • Ability to develop and deliver training programs, presentations, and written guidance materials.

Licensure:

  • Valid Drivers License and reliable transportation required.
  • Must be able to perform site visits and accessibility surveys at polling locations and county facilities.
  • Must be able to lift, carry, push, and move equipment and supplies weighing up to 30 pounds.
  • Must be able to operate a county vehicle and travel frequently to polling locations, and other facilities

Preferences

  • Bachelors degree from an accredited college or university in Public Administration, Business Administration, Political Science, Human Services, Disability Studies, Logistics, Operations Management, or a related field.
  • Experience conducting accessibility assessments, compliance reviews, or accessibility improvement programs is preferred.
  • Experience in election administration, government operations, compliance programs, or public-facing service delivery environments.
  • Experience maintaining inventory systems, asset tracking databases, or warehouse inventory controls.

General Information

Position Type and Typical Hours of Work:

  • Regular Full-time
  • Monday - Friday | 8:00 A.M. to 4:30 P.M.
  • Overtime hours as required to include weekends during election periods.

Salary:

  • $37.90 Hourly
  • Based on 26 Pay Periods
