The Position

Job Appointment: Casual positions are limited to working 1400 hours in a calendar year.

Work Schedule: 15-20 hours per week, Monday - Friday with flexible hours.

Position Summary:

The Office of Equity and Human Rights is seeking a Research & Community Engagement Aide to support the ADA Title II Policy and Data Analyst in completing the City's ADA Title II Self-Evaluation Plan. This federal compliance document audits all City programs, services, and activities for alignment with the Americans with Disabilities Act (ADA) Title II. This position provides essential research, coordination, and engagement support to help ensure timely completion of required audit and community engagement activities.

The ADA Title II Policy and Data Analyst will supervise this role. Work completed by this position directly contributes to meeting federal compliance requirements.

What You'll Do:

  • Review and monitor relevant literature to support the audit and assist in preparing presentations for community stakeholders.
  • Prepare for meetings and events: create agendas, compile materials, and ensure all digital content meets accessibility standards.
  • Assist in drafting the final Self-Evaluation Plan by compiling, editing, and proofing reports for service area leadership.
  • Support the audit lead in responding to community accommodation requests and producing accessible community materials, including web content that complies with WCAG 2.1 AA guidelines.
  • Coordinate public forums and engagements with disability organizations and stakeholders.
  • Present information developed by the audit lead to community groups.
  • Create visual charts, tables, and other data representations under direction of the audit lead.
  • Provide support for physical space audits when applicable.
  • Order snacks and refreshments for community events.
  • Ensure event spaces meet City accessibility standards for disability community members.

Ideal Candidate Profile:

The ideal candidate is a detail-oriented researcher with strong organizational skills and a commitment to disability equity. They have experience or familiarity with disability advocacy and are comfortable engaging with disability communities and organizations. They understand basic accessibility principles, including WCAG 2.1 AA, and can create materials that work well with assistive technologies.

They are pursuing graduate studies in public administration or public health and bring foundational research skills, including experience with statistics or research methods. This candidate communicates clearly, collaborates well, and approaches community engagement with respect, cultural humility, and professionalism. They thrive in a supportive role and are motivated to contribute to the City's ADA Title II Self-Evaluation process.

To Qualify

The following minimum qualifications are required for this position:

  • Ability to collect, evaluate, and interpret data in statistical and narrative forms; ability to use quantitative and qualitative analysis, tools, and modeling.
  • Knowledge of the WCAG 2.1 AA accessibility standards and basic understanding of creating accessible materials for screen readers.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to coordinate and collaborate with internal and external stakeholders.

Education/Experience Requirements:

  • Currently working toward a master's degree in public administration, public health administration, or a related field.
  • Completed a course in elementary statistics for research methods or equivalent work experience in the public sector doing research support.

Casual employees can become eligible for health benefits (medical, dental & vision) through Affordable Care Act (ACA) employer provisions if they meet the necessary paid hours requirement, as determined by the Health & Financial Benefits Office.

Retirement

Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)

The City currently pays the employees share of the retirement contribution.

Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)

Sick Leave

Casual employees accrue sick leave as outlined in the City of Portland protected sick time law.

Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
