Review/validate ReqTracks financial documentation and process through Division Procurement 1 and Division Procurement 2 phases, ensuring all required documentation, memoranda, and vendor quotes are complete and Compliant; perform accounting and fiscal review of requisitions and financial transactions, ensuring compliance with State accounting policies, Treasury Circulars, and internal control standards; collaborate with requestors and vendors to obtain competitive quotes/bids, ensuring appropriate price comparisons and product evaluations to support fiscally responsible procurement decisions; process requisitions in NJSTART prior to purchase order (PO) conversion, ensuring accuracy of commodity codes, contract references, supporting documentation, accounting distributions, and shipping information; create and complete purchase orders in NJSTART in coordination with Central Procurement and other required approving entities (e.g., OIT, OMB) for applicable requirements accuracy; review/approve invoices for contracted employees by validating timesheets, billing rates, and contractual compliance prior to payment authorization; utilizing various accounting, procurement, financial systems, prepare/monitor/reconcile expense budgets, ensuring expenditures align with approved funding, object codes, and fiscal constraints and complete fiscal closeout activities, as per established expiration/end dates.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience involving the auditing or the installation, operation, and maintenance of large-scale accounting systems, including or supplemented twenty-one (21) semester hour credits in accounting.

OR:

Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in accounting; and three (3) years of the above-mentioned professional experience.

OR:

Possession of a valid New Jersey Certificate as a Certified Public Accountant (CPA)issued by the New Jersey State Board of Public Accountants; and three (3) years of the above-mentioned professional experience.

OR:

Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
