The Position
Join the City of Modesto as an Administrative Analyst and help shape meaningful programs that serve our community. We're looking for a detail-oriented, forward-thinking professional excited to contribute to a team that values innovation, collaboration, and public service.
The Administrative Analyst I/II is responsible to provide professional administrative support for a department and/or division; to perform research, statistical and other analytical work; and to fulfill other administrative assignments in functional areas such as personnel, budget, and other areas. We currently have a vacancy within our Police Department.

Essential and Marginal Function Statements
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Assist in the preparation and review of division and/or assigned department operating, multi-year, capital improvement budgets, and/or internal service fund budgets.
Investigate, analyze, develop, and prepare special studies or projects as requested; assist in the administration of departmental programs
Collect data for and prepare monthly departmental activity reports for submission to the City Manager, the City Council, or others as assigned.
Research special issues, problems, and procedures; prepare various documents and reports regarding special projects, problems, and requests.
Revise and develop fees; negotiate contracts and agreements; monitor and ensure compliance of department functions with pertinent laws, rules, policies, procedures, regulations, and ordinances; authorize payments for various contracts.
Monitor the activities of consultants, including preparing and administering contracts.
Assist in the development of departmental policies and procedures; recommend goals and objectives.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; assist with the development of alternative solutions and implementation; prepare various reports on operations and activities.
May assist with departmental personnel matters such as maintaining position allocations, preparation of job offers, researching pay issues, assisting with recruitments, scheduling selection interviews, assisting with testing or interviews, performing reference checks, coordinating training programs, and monitoring late appraisals.
Answer questions and provide information to the public, outside agencies, and City staff; investigate complaints and recommend corrective action as necessary to resolve complaints.
Serve as liaison to other departments, including conferring with departments on shared programs and projects; coordinate on strategic planning and ensure consistency of department goals and objectives.
Attend various City Council, Commission, board, and other governmental meetings; draft complex documents such as Council Resolutions and Ordinances; may prepare and present agenda items to the City Council; serve on various committees and task forces.
Research grant opportunities and prepare grant proposals; monitor and administer grant and contract accounts and projects.
Prepare Requests for Proposals and Requests for Bids in coordination with Purchasing division staff.
Review administrative practices and make recommendations for improvements.
Conduct and provide economic and statistical analysis; present oral and written reports.
May participate in the selection of staff, review and recommend staff training, conduct performance evaluations, work with employees to correct deficiencies, and implement discipline procedures, as assigned.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.
Marginal Functions:
Assists with a variety off accounting duties, including accounts payable and utilities and internal service operations.

Administrative Analyst I
Knowledge of:
Principles and practices of organization, administration, and personnel management.
Principles and practices of budget preparation, analysis, and administration.
Statistical methods and methods of graphic presentation.
Principles and practices of accounting in a municipal government.
Principles and procedures of financial record keeping and reporting.
Technical report writing procedures and grant proposal development.

Experience:
One year of professional or technical level administrative or analytical experience is desirable.
Training:
Equivalent to a bachelors degree from an accredited college or university with major course work in public administration, business administration, accounting, finance, economics, or a related field.
License or Certificate:
Possession of, or the ability to obtain, a valid California drivers license.
In addition to the qualifications for Administrative Analyst I:

Experience:
Two years of increasingly responsible administrative and analytical experience equivalent to Administrative Analyst I with the City of Modesto.
Training:
Equivalent to a Bachelors degree from an accredited college or university with major course work in public administration, business administration, accounting, finance, economics, or a related field.
Physical and Mental Requirements
Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 25 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. WORKING CONDITIONS
Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime and weekend work and travel is rare.

PUBLIC EMPLOYEES RETIREMENT SYSTEM: CalPERS enrollment in either the 2% @ 60 or the 2% @ 62 formula is dependent on eligibility, as per AB 340. Employee pays the full member contribution. Retirement benefit is based on the employees three year final compensation average. The City does not participate in Social Security except for the required 1.45% Medicare contribution by both the City and the employee (applies to employees hired after 4-1-86).
HOLIDAYS: 12 paid holidays per year plus 8 hours holiday credit.
MANAGEMENT LEAVE: 80 hours per year for positions exempt from overtime.
VACATION: Accrued at the rate of two weeks during the first year, increasing to five weeks during the 21st year of service.
SICK LEAVE: Accumulated at 8 hours per month, 96 hours per year. Employees may accumulate up to 2,200 hours.
MEDICAL INSURANCE: Health, dental and vision coverage is provided. The Citys monthly contribution to health, dental and vision benefits is based on a three-tier system as follows:

The employee pays the balance. An employee who opts out of health coverage receives the amount noted above minus dental and vision premium on their paycheck and treated as taxable income. Dental and vision coverage continuation is available upon retirement.
DEFERRED COMPENSATION: With a matching contribution by the employee, the City will contribute 1.5% of salary, increasing to 2.5% at 9+ years of service, to a voluntary 457 Plan.
RETIREE HEALTH SAVINGS ACCOUNT (RHS): $2,880 initial deposit provided upon completion of a two (2) year vesting period. After initial contribution, the City shall contribute $130 per month.
LIFE INSURANCE: Coverage in the amount of $120,000 is provided by the City. Supplemental coverage is available at employee cost.
DISABILITY INSURANCE: Coverage is provided by the City, at City cost. This benefit pays 66 2/3% of the first $12,000 per month in salary.
EDUCATIONAL INCENTIVE: Masters Degree Pay in the amount of 5% of salary. Bachelors Degree Pay in the amount of 2.5% of salary.
BILINGUAL INCENTIVE LEAVE: Employees who pass a review panel and are needed in this capacity by the department, will receive 3 hours of Bilingual Leave Time per pay period into their Compensatory Time Off (CTO) balance.
LONGEVITY PAY: 2.5% of salary at 10 years of service.
SECTION 125 PLAN: Providing for pre-tax deductions for employee-paid health premium and dependent care costs.
